'V STATEMENT OF POLICY
CITY OF SENT PAUL
IREAS, The City of Saint Paul in the interest of providing
efficient and economical services to the public, has been, and will
continue to utilize modern business procedures, methods, and systems
wherever feasible, and;
WHEREAS, the introduction of automated equipment and procedures
may displace or change the nature of an employee's position,' and;
WHEREAS, The employees affected by such changes show a natural
concern for their employment status and desire to have a statement of
policy from the City as their employer on changes affecting employment;
now therefore, be it
RESOLVED, that the Council of the City of Saint Paul and the Civil
Service Commissioner, do jointly affirm, that positive action will be taken
to protect, so far as is legally possible, the employment of employees
affected by appropriate measures which may include on- the -job retraining
programs, transfers, reinstatement rights and such other actions not
contrary to the Civil Service Rules as are in the interest of the City of
Saint Paul and its employees.
