Whereas, The City Architect.has requested the City Council
to hold a public hearing to consider the advisability and neces-
sity of the correction or wrecking and removal of the one and one -
half story single family dwelling at 2277 Youngman Avenue, more
particularly described as Lot 25, Block 3, Youngman and Lammr's
Addition, Ramsey County, Minnesota, because said structure is
reported to constitute a hazardous structure, and
Wher,e����s, It appears that the last known record ownersof the
property r-Adelmo and Lucy Casci, and the following appear to
have an interest of record: Richard C. Noack., who pays the
taxes; therefore be it
Resolved, That a public hearing be held by and before the
Council of the City'of Saint Paul, in the Council Chambers of
the Court House And City Hall, in said city at ten o'clock A.M.
on Tuesday, November 29, 1966, to consider the advisability and
necessity of ordering the correction or wrecking and removal
of the structure on the above described property because said
structure is reported to constitute a hazardous building and a
hazard to public health, safety and w'6,1fare; be it
Further Resolved, That the City Architect, on behalf of
the City Council, notify by -mail the record ownels of the property
in question at the last known address, as well as other interest-
ed persons of record, of the date and time of the hearing.

Gentlemen:
The following is a report of the Building Department on conditions
of the property known as 2277 Youngman Avefiue, owned by Adelmo and
Lucy Casci, and Richard C. Noack, who pays the taxes, appears to
have an interest.
The legal description of the property is, Lot 25 *, Block 3,. Youngman
and Lamm'ts Addition, Ramsey County, Minnesota.
Inspection was made October 27, 1966 and the following report was
made on the property as described above. This property is classi.f ied
as 'a single family dwelling-of frame construction, one and one -half
stories in height, and does not have a basement-. The dimensions
are, approximately 20 feet wide, 19 feet long and 16 feet high.

EXTERIOR
The chimney is in fair to poor condition,. The front porch has only
a floor remaining, which is in very poor condition and partly totted.
The roof is in very poor condition and appears to be leaking,. The
siding is in poor condition, with totting quite evident along the
lower edges.
FIRST FLOOR
The first floor contains two rooms and a bath. The floors are
irregular, the ceiling is sagging and the flooring in the kitchen
is rotting. The kitchen window is not of sufficient area to meet
the minimum Code requirements.
SECOND FLOOR
The second floor contains one room and a storage area.' The floor
is in very poor condition; being heaved. The stairway to the
second floor is not in compliance with the Code as it is too steep.

PLUMBING
The plumbing is in very poor condition -- some of the joints are
made up with rubber hose and others are covered with tape, evidently
to keep them from leaking.
ELECTRICAL
The electrical system is considered to be hazardous and some of the
ceiling fixtures are supplied with extension cords taped to the
ceiling.
There is no heating system in the building.
There are no accessory buildings on the property.
Therefore, it is the conclusion of the Bureau of Public Buildings
that by reason of inadequate maintenance, dilapidation, physical
damage, unsanitary condition and abandonment that this building
constitutes a hazard to public health, safety and welfare. It is
the further recommendation of the City Architect that the Council
hold a public hearing at ten oAclock A #M. on Tuesday, November 29,
1966 to consider the advisability and necessity of ordering the
correction or wrecking and removal of the structure on the subject
property, and that the'City Architect, on behalf of the City Council,
notify by mail the record owner of-the property in question at the
last known address, as well as other interested persons of record,.
