Whereas, The City Architect has requested the City Council
'to hold a public hearing to consider the advisability and neces-
sity of the correction or wrecking and removal of the one story
single family dwelling at 280 Ramsey Street, more.particularly
described as The East one -half of Lot 4, Whitacre, Brisbane and
Mullins' Subdivision of Lots 1 and 2 of Leechs Addition of Out -
lots to the Town of Sairkpaul.
Whereas, It appears that-the last known record owners of
the property Y4 Liland W. and Katherine Matthews; therefore be
it
Resolved, That a public hearing be held by and before the
Council of the City of Saint Paul, in the Council Chambers of_
the Court House And City Hall, in said city at ten o'clock A.M.
on Tuesday, November 29, 1966, to consider.the advisability
and-necessity of ordering the correction or wrecking and
removal of the structure on the above described property because
said structure is reported to constitute a hazardous building
and a hazard to public health, safety and welfare; be it
Further Resolved, That the City Architect, on behalf of
the City Council, notify by mail the record owners of the property
in question at the last known address, as well as other interest-
ed persons of record, of the date and time of the hearing.

Subjects 280 Ramsey Street
Gentlemen:
The following is a report of the Building Department on conditions
of the property known as 280 Ramsey Street, owned by Leland W. and
Katherine Matthews,
The legal description of the property is, the East one -half of
Lot 4, Whitacre, Brisbane and Mullins' Subdivision of Lots l and
2 of Leechs Addition of Outlots to The Town of Saint Paul,
Inspection was made October 20, 1966 and the following is a report
on the property as described above. This property is a single
family dwelling of frame construction, one story in height. It is
approximately 15 feet wide, 40 feet long and 15 feet in height.
This building contains only a partial basement. As of October 20,
1966 this building was vacant.
EXTERIOR
The stairways, both front and rear, are dilapidated and collapsing.
The porch is in a dilapidated condition, with the roof sagging.
The siding has been damaged, with pieces fallen off. Sections of
-the cornice have fallen off. The windows and doors are all broken.
BASEMENT
The basement construction is of red brick; it is badly eroded and
crumbling.
FIRST FLOOR
The first floor contains six rooms,. all of which are vandalized._
The plaster is cracked, broken and falling from the ceiling and
walls in all of the rooms. The floors have heaved and are now out
of level. The cabinets in the kitchen have been torn from the walls.

The plumbing and electrical systems are disconnected and unusable.
There is no heating system in the building.
There are no accessory buildings on the property.
The building is in an advanced dilapidated and deteriorated condi-
tion-and it is not practical for repair. The present condition is
considered hazardous.
Therefore, it is the conclusion of the Bureau of Public Buildings
that by mason of inadequate maintenance, dilapidation, physical
damage,- unsanitary condition and abandonment that this building
constitutes a hazard to public health, safety and welfare. It is
the further recommendation of the City Architect that the Council
hold a public hearing at ten oxclock A.M. on Tuesday, November 29,
1966 to consider the advisability and necessity of ordering the
correction 'or wrecking and removal of the structure on the subject
property, and that the City Architect on behalf of the City Council,
notify by mail the record owner of the property in question at the
last known address,, as well as other interested persons of record,
of the date and time of this hearing.
