Whereas, The City Architect has requested the City Council
to hold a public hearing to consider the advisability and neces-
sity of the correction or wrecking and removal of the two story
single family dwelling and garage at 518 Fuller Avenue, more
particularly described as Lot 5, Block 9, Mackubin and Marshall's
Addition to Saint Paul, because said structures are reported to
constitute k hazardous structures, and
Whereas, It appears that the last known record owner of the
property is Annie N. Schultz, and the following appear_ to have
an interest of record: Mortgagee, Margaret Jennewein and A. H.
Markert, named as taxpayer; therefore be it
Resolved, That a public hearing be held by -and before the
Council of the City of Saint Paul, in the Council Chambers of
the Court House And City Hall, in said City at ten o'clock A.M.
on Tuesday, November 29, 1966, to consider the advisability and
necessity of ordering the correction or wrecking and removal
of the structures on the above described property because said
structures are reported to constitute hazardous buildings and
a hazard to public health, safety and welfare; be it
Further Resolved, That the City Architect, on behalf of
the City Council, notify by mail the record owner of the property
in question at the last known address, as well as other interest-
ed persons of record, of the date and time of the hearing.

Subject: 518 Fuller Avenue
Gentlemen:
The following is a report of the Building Department on conditions
of the property known as 518 Fuller Avenue, owned by Annie N.
Schultz, and the following appear to have an interest: Mortgagee,
Margaret Jennewein and A. H. Markert, named as taxpayer.
The legal description of the property is, Lot 5, Block 9, Mackubin
and MarshallIs Addition to Saint Paul.
Inspection was made October 26, 1966 and,the following is the
inspector -is report on the property as described above. This build-
ing was constructed as a single family dwelling, but apparently
was last used for duplex occupancy. The building is of °frame
construction, two stories in height and'has only a partial basement.
It is approximately 25 feet wide, 42 feet long and 28 feet high.
The building is vacant, is standing open and is being subjected to
vandalism.
EXTERIOR
The chimney is badly cracked, the siding is broken, the porches
are falling and badly rotted. Most of the windows are broken, the
rear entrance to the basement has been broken up and the steps are
in a dangerous condition. The sills of the property are rotting
and are in need of repair. There is evidence that there is a
structural failure of the rear porch, which has partly collapsed.
BASEMENT
There is only a partial basement, which,has a stone foundation.
The rear foundation wall has partially 'collapsed and the floor is
badly broken.

FIRST FLOOR
The first floor contains four rooms, The windows are all broken
out, there are large holes in the plaster where the plaster has
fallen from the walls and ceilings, the flooring is.badly buckled
and the porch is badly rotted.
SECOND FLOOR
The second floor contains four rooms and bath. The plaster is
badly cracked, loose and in.danger of falling. The windows are
all broken and the posts are missing from the stair well railing.
PLUMBING
The- plumbing system is in poor condition and does not appear oper-
able.
ELECTRICAL
The electrical system is in very poor condition, with illegal
wiring methods used on the second floor.
HEATING
The heating system was by hot water heat, the radiators are broken
and the-system is inoperableo
ACCESSORY BUILDINGS
There is an accessory building on the rear of the property which
is also in dilapidated condition and should be removed.
Therefore; it is -the conclusion of the Bureau of Public Buildings
that by reason of inadequate maintenance, dilapidation, physical
damage,`unsanitary -condition and abandonment that these buildings
constitute a hazard to public, health, safety and welfare. It is
the further recommendation of the City Architect that the Council
hold a public hearing at ten o4clock A.M. on Tuesday, November 29,
1966 to consider the advisability and necessity of ordering the
correction or wrecking and removal of the structures on the subject
propertyi. and that the- City ,Architect, on behalf of the City Council,
notify by mail the record owner of the property in question at the
last known address, as well as other interested persons of record,,
of the date and time of this hearing,
