COMPANY, 1,000 individual doses of MEASLES VIRUS VACCINE at a cost of approximately
$1500.00, without advertisement or competitive bids, pursuant to Section 291 of the
Charter of the City of St. Paul as an emergency exists where failure to act promptly
will work hardship to the best interests of the City.
