WHEREAS, the Council deems it necessary and desirable �
that �he proper City off icials recesre training in �n.ergency
Operations, to be adequately prepared against nuclear attac.l� or '
natural disaster; and -
.
WHEREAS, the Bureau of Civil Def ense has advised the
Council that a program of Elnergency Operations Simulation Training
(EOST) can be carried out by that Bureau or throu�h resources ,
made a'vailable by the Federal government through the Systems '
Development Corporation, now, �herefore, be it
RESOLVED, That the Council of the City of Saint Paul
agrees to require the participation of its otian members and of
other City officials and employee whose functions are essen�ial
in emergencies, in an EOST exerci�e to be conducted under the j
direction of the Mayor and the Director of Civil Defense, and !
further authorizes the proper City officials to seek the assistance ;
of the Federal government to conduct such an exercise or, in the �
alternative, to- conduct the same through the use of resources
now available to the City.

The Mayor's Civil Defense Advisory Committee in session October 2�,

1966, resolved that the ,'Cit� would benefit from Emergency Operation
� Simulation Training (EOST) exercises of the type proposed by the
Office of Civil Defense, Department of Defense, to train civil
government to direct and contr.ol nuclear�and major natural disaster
operation. ;
