The Department of Fire and Safety Services is applying for a grant of $3,270,834.00 to support up to five projects designed to improve
surveillance, detection, interdiction, response and recovery for terrorist incidents and nawral and man-made disasters, emergencies,
and events allong the Saint Paul waterfront. Successful competition for up to $150 million in fedecal funding would fund the security
improvements.

Layered security plan for Lambert's Landing to address the following priorities:
Prevention and detection of Improvised Explosive Device (IED) attacks by small
water craft;
Prevention and detection of vehicle borne IED's;
Prevention and detection of underwater IED attacks
Lambert's Landing is currently closed to port activity by the Captain of the
Port under 33 CFR, Part 105.120 because it does not have an approved
Facitity Security Pian. The elements of this grant proposal will provide
Saint Paui with the ability to develop and implement and approved plan.
Without these enhancements, the port wili remain closed.
Lambert's Landing is public space as defined in 33 CFR 105.106 (b) A public
access aiea is a defned space within a facility that is open to alI persons
and provides pedesfrian access through the facility from public
thoroughfares fo the vesse/.
The current (and yet unapproved) Facility Security Plan for Lambert's Landing
has reduced security measures when there is no MTSA vessel present.
Lambert's Landing is an open public access park area with no cargo storage or
marine fueling capacity. The day-to-day activities at the dock are coordinated by
Upper River Services, which operates barge services in the area. Current

security consists of daily maintenance checks of tfie park land and routine
patrols by parks and recreation maintenance and paric security staff. Any threat
to public safety and security is addressed by Saint Paul Police as they deem
appropriate.
Lambert's Landing interfaces with excursion boats. The Delta Queen Steamboat
Boat Co. docks at this location 45 times annuaily carrying approximately
2,500 — 3,000 passengers between the months of June and September. When
the Queen Co. is docked, there are responsible agents of the company aboard
the vessei at all times, and they are responsible for screening and security
checks of passengers.
The enhancements proposed for Lambert's Landing will provide the City with the
capacity to deter potential water-bome threats, observe activity, secure the port,
protect the public space and control access. All elements of this proposal are
required to implement a Facility Security Plan which will receive approval from
the Captain of the Port and allow for the continued security and monitoring of the
port.

NATURE OF OPERATIONS:
The nature �of the operations that take place at the Port of St. Paul area is
described in detail below. With the convergence of shipping of freight, consisting
of water vessels (barge/tug/commercial boat traffic); then meeting the storage,
dock, motor carrier, railroad and other transportation infrastructure— several
diverse activities simultaneously take place.
Currently, there are no IED threat assessmenUprotective/intelligence
infrastructure elements present at this port. A description of those activities are
further detailed below:
1. Baraes/Tua boats-
St. Paul is a primary port at the north end of the Mississippi River.
Significant commerciai barge traffic passes directiy in front of the St. Paui's Port
area, exposing several features of the vulnerable critical infrastructure to peril.
This tra�c transits the area as weli as docks to perform service, loading and
unloading as weil as other operations.
2. Tour boats-
The Port has a constant flow of tour boats, large and small passing
through the riverfront area. These tour boats either pass the area or sfop to pick
up and drop off passengers.

3. Pleasure craft-
In addition to the other functions, there is a constant flow of
pfeasure and non-commercial watercraft utiliang the riverfront Port area.
Docking, service, pubiic access and other functions take place in this area.
4. Riverfront areas of mass oubiic aatherina for evenfs-
The city of St. Paul stages several events during the year that draw
several millions of people to the riverfront. From Iarge events to small, they
share the congested riverfront Port area. These events overfiow onto the
various island parks as weii.
5. Dockinq facilities for recei�t transfer and storaae of oetroleum based

Along the south of the Port area, there is a large petroleum
service/storage area. This area is in the heart of the riverfront, handling the
receipt and transfer of various fuel/petroleum based products.

There is a constant flow of barge traffic, rail and vehicular traffic
bringing hazardous chemicals along the bridges, river and rail/docking areas of
the Port. Chemical shipments traverse the area and some originate/destinate at
South Port.

7. Railroad access-
Several railroad lines converge in the port area as weil as follow
along the river for miles. These rail carriers either pass through;
originateldestinate at the Port. All types of materials, includi�g hazardo�s
chemicais pass within the Port area via rail.
8. Cornerqence of several Interstate Hiahwavs on Bridaes crossina the Port-
Several Interstate and State Highways converge at the Port of St. Paul
' riverfront area. They pass over the top of the Port as well as parallel to the
� riverfront. The highway brings a constant flow of vehicular tra�c composed of
'; motor vehicles as well as common carrier motor freight tra�c. A significant
number of the motor freight passes off to the Port area to a large rtumber of
warehousing operations along the waterfront area.
9. Airoorts
' Two major airports' and their runways are bordered on the Mississippi
River. Access to and from the river to the airport perimeter is an additional threat
forlED concern.

These attractions take place year round and draw thousands of peopie.
Metr000litan Waste Treatment Plant
The Metropolitan Waste Treatment Plant services the greater
Mpls/St Paul area processing affluent from the major metro area and returns it to

Lock and dam #1
Lock and dam #1, which handies high volumes of commerciai and recreational
boat traffic and provides hydroelectric power for the Ford Motor Company
manufacturing plant. Dam consists of Ambursen concrete overflow structure 574'
long, hydro power station owned and operated by Ford Motor Co. Lock is 56'
wide by 400' long. River Lock 56' wide by 400' long. It is the only hvin lock i� the
district
TYPE AND VOLUME OF CARGO
The Port of St. Paul had an average of 13 miliion tons of cargo CY 03 —04 transit
its facilities. The cargo type consisted of coal, petroleum and petroleum
products, chemicals and fertilizers, crude materials, manufactured goods, and
food and farm products

The following are types and volumes of hazardous cargo:
Petroleum and petroleum products - 128,000 tons
Chemicals and fertilizers — 1.2 million tons
Other chemicals — 547,000 tons

NUMBER OF PASSENGERS
There are a number of riverboats such as the Deita Queen and others that sail
from St Paul to New Orleans. Additionally, a local Steamboat company provides
cruises along the Mississippi River in St Paul. Total number exceeds 175,000
per year.

ROLE IN LAYERED PROTECTION OF REGULATED ENTITIES
The Port of St. Paul incorporates the riverfront land owned by the City of
State Paul, State of Minnesota and US Parks Service and under the jurisdiction
of policing by the City of Saint Paul. The State of Minnesota, by and through the
Minnesota Department of Public Safety, by the Minnesota Department of Natural
Resources Water Patrol, Ramsey County Water patrol and City of Saint Paul
Maritime Patrol which has the protection and policing power assigned under the
Constitufion to the same.
The State of Minnesota, by and through the City of Saint Paul has passed the
protection of the water element of the Port to the U. S. Coast Guard. The
grantee wili be the City of St. Paul Department of Emergency Management.

How is eaui�ment necessarv for the success of the proiect�
In order to implement an effecYive plan relative to the detection of iED
threats imposed by small watercraft (a very di�cult area), the applicant proposes
to accomplish this task primarily through hardware. The video surveillance
hardware platform coupled with a network of sensors wiil alert monitoring
personnel in the event of a security breach. With this methodology and oniy
through this type of technology can an effective plan be placed into operation
that
can prove to be an asset in the protection of the critical infrastructure associated
with this Port.

DESCRIPTION AND VULNERABILITIES:
There are 18 miles of the Upper Mississippi River which lie within the City of Saint
Paui's boundaries. Along the banks of the River lie criticai water intakes. There
are at least 10 facilities which store and transport Fiazardous Materials iocafed
along the Saint Paul shoreline. Nine bridges, inciuding 2 major interstate
highways, cross the river. There are 2 active pipelines crossing the river bottom.
An airport, which houses a National Guard helicopter base and is the commuter
hub for the 3M Corporation lies directly on the banks of the Upper Mississippi
River. Finally, Lock and Dam No. 1 regulates the channel and provides electricity
to the Ford Motor Plant. The consequences for the disruption of any of this
valuable infrastructure would be great to the commercial operations of this port.
In addition to the infrastructure on the river there are numerous high profile
targets within blocks of the river. Bridges cross all direct Iinks from Saint Paul to

the Intemafional Airport. On the bluff above the river lies the City and County
Courthouse a Civic Center housing a professional hockey team a major regional
museum and a Federal courthouse. Thousands of housing units have been built
or are planned over the next 5 years on the banks of this federal water-way in the
downtown area. Finally, a regional park on the river hosts numerous festivals
bringing hundreds of thousands of citizens to Saint Paul's river-front.

JOINT MARINE PATROL UNIT
PROJECT PLAN
The City is a major river port with a multitude of potential target sites for ferrorists.
Direct observation is the best indicator of potential target sites and the best way
to monitor and observe anomalies. The best way to detect and prevent is on the
water.
Operations in this port do nof sfop when the commercial transportation season
slows in the winter. In addition, infrastructures are particularly vulnerable when
security vessels are in storage. During ice and partial ice conditions security
lessens and areas may become accessible by foot.
The onfy safe way to maneuver under these conditions is by air-boat. This vessel
can move from �and to water to ice and to partial ice equally effective. The effort
is to show that our diligence does not take a break. An air-boat that can carry up
to 6 personnel in an enclosed cab environment would have the capability of
carrying a crew and security force and leave room to transport possible prisoners.
This vessel doesn't need much water to operate so it is also capable of transporting
security units to check shallow or swampy water for suspicious activity. This
vessel can operate as a dual platform, with search and rescue serving as a
secondary role.
Our commercial season patrol vessel will be in service a minimum of 40 hours
per week, with increased hours to cover special events on and near the river.
The patrol unit wili typically use the landing craft vessel from mid April through
October and the air-boat during partial ice or full ice conditions.
The primary function of the Marine Patrol Unit will be the security of our port and
the protection of our critical river infrastructure. Our vessels will, by design, be a
muiti-purpose platform capable of delivering special support services and
equipment in addition to patrol requirements. The landing craft vessel and the air-
boat wi(I make the Marine Patrol Unit extremely versatile and will fili a gap in our
port security needs.

OVERALL PROJECT LINK:
This project fits nicely into the muiti-Iayered port-security plan offered in this grant
request. The on-scene force projection is limited to open water operations at this
time. Local law enforcement and Coast Guard assets are available to operate, at
the most, 8 months of the year. This project would give us a 12 month
operational capability in the port.
The "Video Surveillance Intrusion Detection ProjecY' can provide a"first alert"
system for operational personnel. The reaction force on the water to this initial
alert would come from law enforcement vesseis. However, in ice or partial ice
conditions this is not an option. An air-boat would allow the appropriate response
regardless of surtace conditions. An additional benefit would be the operational
capabilities in "backwater" areas which are numerous in this port area. The video
stream backed by a!I-season reaction capabi(ify provides an exceilent Iayered
security screen.
This layered system includes the Coast Guard recommended security plan for
Lambert's Landing. All water-side contingencies in this plan will intertace with the
shore-side infrastructure hardening of this embarkatioNdebarkation site.
Vigilance by the marine industry and boating public will add another element of
security to this plan. "River Watch" is designed to educate our other customers to
be an extension of these security initiatives. Once again the pertect response to
"good intelligence" is capable operational units.
The Diving Team upgrade would enable operating units to investigate potential
threats to some of these critical infrastructures. The potential for the placement
of IED 's during port activities is real and security forces need the means to deter
this potential. They also need an appropriate platform, which is an ail season
vessel.

MISSISSIPPI RIVER WATCH PROPOSAL
GOAL
The goal of the Mississippi River Watch Project is to increase port security for the port
of Saint Paul by establishing a River Watch program. This project will provide a
mechanism for a coordinated and structured approach to incorporate the recreational
boating public, commerciai boat operators, rivertront industries and businesses, marina
operators and others in the overali observation and scrutiny of the Mississippi River
where it borders Ramsey County. As prior law enforcement experience has shown,
individuals who are most familiar with a location, building, area or venue are those most
knowledgeable of what is out of place, therefore what is suspicious. Likewise, persons
who work, live, or recreate on or adjacent to the Mississippi River are those most likely
to be knowledgeable of what is out of place or suspicious on the Mississippi River.

These individuals and groups need fo be encouraged to watch their river and report
suspicious activities they may observe. This increased observation and scrutiny of
Mississippi River will address the Port of Saint Paul's vulnerabilities pertaining to the
prevention and detection of IED attacks by smail craft and/or underwater attacks by
aliowing for subsequent law enforcement investigation of suspicious activities and
preemption of such attacks. Additionally, perpetrators of terrorist attacks will follow the
path of least resistance. They are less Iikely to pertorm their activities 'rf there is an
organized observational presence, which increases the likelihood of their discovery or
the preemption of their activities.
STAKEHOLDERS
Stakehoiders in this River Watch project include the following:

• Riverfront housing developments
• Other stakeholders may be later identified
VULNERABILITIES
The vulnerabilities of the area of the Port of Saint Paul include large commercial traffic
in the form of river barges, commercial riverboat cruise vessels which carry severai
hundred persons, river bank rail lines with rail tankers containing hazardous chemicals,
industrial facilities with river access, vehicular bridge,s including state highway and
interstate highway bridges, and railroad bridges. Additionally, there are interstate
highway bridges just outside the Ramsey County boarders.
The entire length of the Mississippi River bank as it flow through Ramsey County is
urbanized and includes a major metropolitan downtown area (St. Paulj whicfi is also the
state capitol of the State of Minnesota. In essence, the entire river as it traverses
Ramsey County is a vulnerable area.

$33,163.00 16' Boston Whaler Guardian, Engine, and Trailer
This is a smalier boat, easier for a single individuai to launch and operate while being
large and stable enough for river operation. This watercraft will be used to make contact
with the various Mississippi River stakeholders. Making contact via water wili provide
credibility to River Watch personnel in their mission to recruit Mississippi River
stakeholders and mold them into a viable force for the observation of and reporting on
suspicious river activities.
$2156.00 Sales Tax for 16' Boston Whaler Guardian, Engine, and Trailer
$29,000.00 Chevrolet Silverado crew cab 4x4 Pickup Truck or similar vehicle.
This vehicle will be used to make contact with parties who do not have Mississippi River
access. it is afso large enough fo tow the 16' Boston Whaier to and from Mississippi
River. 4x4
functionality allows for expedited launching and removal from the river.
$11,000.00 2 Equipment Packages including radios, lighting & siren for Boat and Pick
Up Truck.
This equipment is required for safety, functionality and recognition. Equipping the boat
and Truck as Law Enforcement vehicles and identifying the vehicles, as public safety
vehicles wili provide greater credibiliiy for personnel assigned to the River Watch Detail.
Radio Communications are necessary for contact with other personnel, supervisors and
to obtain assisYance if necessary. Lights and sirens are necessary for visibility and
functionality when the vehicle may be used in a public safety response manner.
$5,000.00 Printing Expenses
Providing reference materials to members of the River Watch program will enhance the
physical security of the Port of Saint Paul. These materials are noY used fo support
operational costs, they are tangible products that vvill be distributed for the
enhancement of port security.
$5,000.00 Meeting Expenses
Meeting expenses are an organizational cost necessary to provide an attractive venue
to facilitate the recruitment, organization, and retention of volunteers involved in the
Mississippi River Watch program.

PROJECT IMPLEMENTATION
By organizing and providing the knowiedge to the stakeholders to be watchful for
suspicious persons, events, objects, vehicles, boats, etc. and providing encouragement
to the stakeholders to report their suspicions, the opportunity to preempt a terrorist or
other attack on the Port of Saint Paul is greatly enhanced.
The Mississippi River Watch program will be implemented utilizing a community
involvement approach. River Watch personnel will be assigned to contact Mississippi
River sfakeholders for the purpose of introduction. In order to increase the affinity
between Mississippi River stakeholders and River Watch personnel, stakeholders will
be reached via boat where possible. Where stakeholders cannot be contacted by water,
River Watch personnel will make in person contact by walking or driving to the
appropriate locations. At the initial contact, a Ramsey County Eagle Eyes brochure or
similar document wifl be distributed. As stakeholders and contact persons are identified,
a database of addresses and phone numbers wili be collected for future information
dissemination.
After the initial Mississippi River stakehoiders have been identified and contacted,
periodic meetings and additional training will be conducted to facilitate the furtherance
of the River Watch mission. Past experience indicates that individuals who have a
greater interest in the River Watch concept will attend the meetings and training with
more frequency and enthusiasm. These individuals will be recruited to keep regular
contact with individual stakeholders much like neighborhood biock captains keep
contact with members of a Neighborhood watch group. The Ramsey County
Community Watch automated dialing system can be utilized to maintain contact with
the Mississippi River stakeholders.
At this time it is unknown how many people are included it the phrase "Mississippi River
stakeholders", however with 37 "on the wate�' industries, 2 marinas, recreafional
boaters, commercial boat operators, along with new riverfront housing, the number of
persons contacted will be significant,

There are several projects involved in the Port Security Grant proposal. This project E
complements most of them. As suspicious acfivity is reported, the CCN surveillance f
cameras can be focused on the suspicious activity. The expanded Mississippi River

GOAL
The goal of the Mississippi River underwater diving project is to increase port
security for the Port of Saint Paul by facilitating the prevention and detection of
underwater IED attacks through the expansion of the underwater diving capacity
of the Ramsey County Sheriffs Dive Team. It will be necessary to ou�t and train
personnel to facilitate this expansion.
The expansion of the Ramsey County Sheriffs Dive Team will be accomplished
with the addition of environmentaliy sealed scuba equipment and with the
possible inclusion of public safety personnel from the Saint Paul Police
Department and the Saint Paul Fire Department to the Ramsey County Sheriff
DepartmenYs dive team.

Environmentaliy sealed dive equipment allows for public safety diving on the
Mississippi River in contaminated waters without regard to water temperature. A
larger dive team allows for extended operations in the hazardous and tiring
environment of the Mississippi River. This increased diving capacity will permit
efficient and extensive dive operations at the Port of Saint Paul in an attempt to
prevent, detect, and neutralize underwater security threats including IED attacks.
