Whereas, The City Architect, having requested the City Coun-
cil to hold a public hearing to consider the advisability of order-
ing the repair Qr wrecking and removal of the dwelling at 580
B1air .Avenue, more particularly described as Subject to and with
walk easement; Part of Lot .6 Wly of a line beginning on North line
of and 23 ft. West from NE corner of said lot; thence South to a
point 55.7 ft. South from said North line and 22.5 ft. West from
East line -of said lot; thence SEly to a point 62 ft. South from said
Nbrth line and 21.5 ft. West from said East line; thence SEly to a
point 86 ft. South from said North line and 12 ft. West from said
East line; thence South and Parallel with said �ast line 14 ft;
thence SWly to a point 108.4 ft. South from said N line and 16.4
ft. West from said East line; thence South and parallel with said
East line to South line of said Lot 6, Block. l, Michel ' s Subdivision
of Block 5, Stinson' s D"ivision (Rev. LD �esc. No. 763) , the Gouncil
held a public hearing on June 24, 1966 to consider the matter; now
therefore, be it •
Resol�ed, That the City Council, having heard the matter here-
in, does hereby approve and adopt as its own the findings and con-
clusions of the City Architect that the said structure constitutes
a hazardous building, as defined by Chapter 393, Minnesota Laws of
1965, by reason of its inadequate maintenance, dilapidation, physi-
cal damage, unsanitary condition, and abandonment, and that its
constitutes a �azard to the public health, safety and welfare,, as
more fully set out in the attached letter tb the Gity Council, dated
June 13, 1966, Vuhich letter is incorporated herein by reference; and
be it
Further Resolved, That the City Architect, on behalf of the
Gity Gouncil.,. is hereby authorized and directed to execute an Order
, to the last known owner of record of the property, as well as other
interested parties, pursuant to Ghapter 393, Niinnesota Laws of 1965,
, to correct the hazardous condition or wreck and remove the hazardous
building located on said property, and to inform the owner that
unless such corrective action is taken to comply with the Order, or
an Answer seryed �pon the Ci.ty of Saint �aul.,- a Motion for Summary ,
Enforcement of this Order wil], be made to the IIistrict Court, and •
' all necessary expenses incurred by the City of Saint Paul in taking
any corrective action herein will be assessed against the real estate
and collected as other taxes. , �

The foll,or�ing is a report of the Building Department on conditions
of the property located at 580 Blair Avenue, more particularly de-
scribed as "Sub�ect to and with walk easement; Part of Lot 6 Wly of
a line begirtning on North l�ne of and 23 ft. West from NE corner of
said lot; thence South to a point 55.7 ft. South from said North
. line and 22.5 ft. West �rom East line of said lot; thence SEly
to a point 62 ft. South from said North line and 21.5 ft. West from

Inspection was made June 10, 1966. The property is a single fami-
ly frame dwelling containing four rooms and a full bath, It has
a part basement, limeatone foundation and is approximately 38 feet �
long by 24'6" wide and 18 feet high and is located on the west
side, at the rear of the lot. The condition of the building is as
followst �
EXTERIORt .
The cornice is rotted. The gutter is falling off the build-
ing. Ihe siding at the rear of the building is badly broken.
BASEI�MT s .
?here is a part basemente ?he joists are spaced two feet on
center and there is evidence that they are rotted and sag�
• ging. Yhe basement stairs are in very poor condition. Brok-
en water pipes are leaking. The hot water heater is vented
through the window, which is not in conformance with the code
� require�ents. �

FIRST FLOORt
� ?here are four rooms and bath on the first floor (Tiving
room, dining room, kitchen, Porch, and bath). There is
no room that actually could be called a bedroom.
1. Livinq room: Plaster is poor. Floors sag. Windo�rs
are broken.
2. Dining rooms Plaster is cracked, floors sag, windows
are broken. .
3. Kitchent Ceiling is falling, plumbing is very poor,
floor very poor and sags badly, window sash and glass
missing. Ttiere are no electrical outlets.
4. The bath and porch are also in poor condition. The
� floors sag, plwnbing is poor, plaster is broken.

The second floor is an attic and has all the windows broken.
T'his property is vacant and has been vacant for some time. There
is evidence in previous inspections that the property is being
vandalized and entered by unauthorized persons.
It is the conclusion of the Bureau of Public Buildings that by
reason of inadequate maintenance, dilapidation, ph�sical damage,
uns�nitary condition and abandonment that this building consti-
tu�es a hazard to public health, safety and welfare. It is the
further recommendation of the City �►rchitect that the Council �
hold a public hearing at 10 o'clock A. A�. on Friday, June 24,
1966 to consider the advisability and necessity of ordering� the
correction or wrecking and removal of the structure on the sub-
�ect Property, and that the City Architect, on behalf of the •
City Council, notify by mail �he record owner of the property.,
in question at the last known address, as well as other inter-
ested persons of record� of the date �and time of this hearing. .
