WHEREAS the Civil Service Bureau is making a study of pension
plans, a.nd •
WHEREAS it is deemed desirable to have the adv�.ce of an expert
in the field of pension plan development and administration, a.nd
WFiEREAS Fred MacMillin of Madison, Wisconsin is recognized
as an expert, havin.g served for a nusn.ber of years as the head of the
pension department of the State of Wisconsin, and has served as a con-
sultant to various pension groups; now, therefore, be it
RESOLVED, that the Council of the City of Saint Paul does hereby

authorize the expenditures by the Civil. Service Bureau of the necessary
travel a.nd other expenses necessary to bring Mr. MacMillin. to Saint Paul
