4�fiEREA�, because of the �xtraordinarily heavy snowfall
occurring during the night of March 22 and �he mornin.g of March
23, traffic in the Ci�y was paralyzed, with attendant disruption
entirely of all modes of public transportation for many hours;
and
WHEREA�, as a result of the said unusually heavy
snowfall, many businesses �rere forced to close down., and there
were numerous public service announcements over television and
other news media indicating that Federal, State, and City offices
were inaccessible and were going to be closed; and
WHEREAS, the manbers of the Council who were in
attendance at the Council session on the 23d day of March
discussed the advisability of declaring the 23d a.� �oliday
for City employees but took no formal action with respect
thereto;
Now, Therefore, be it
RESOLVED� That as a result of the paralysis of regular
City life and activity, the Council of the City of �Saint Panl
hereby declares said 23d day of March, 1966 a holiday� the same
as other declared holidays as provided by the terms and provisions
of Section g of Ordinance No. 3250 of the City of Saint Paul, and
authorizes and directs that employees of �he City who worked
regu.lar hours on said date be given compensatory �ime off by
their Department heads. � � �
