WHEREAS, Lo-to LLC d/6/a Lo-To (David Fhima- President), located at 380 Jackson Street in
Saint Paul, has requested a waiver of the15-day norice requirement on-sale liquor, Sunday on-sale liquor,
and liquor outdoor service area (patio) licenses; and
WHEREAS, the Capitol River Council has agreed to the waiver of the notice requirements; and
WHEREAS, the Council finds that the applicarion is in order and there aze no grounds for denial of
the license and that failure to grant the waiver and the consequent delay in approving the license would cause
exceprional and unusual hardship to the license applicant; and
WHEREAS, the licensee agrees that in the event a complaint is received prior to the expirarion of
the 15-day period and the complaint provides a basis for adverse acfion against the license, that the Office
of License, Inspections and Environmental Protection may direct the licensee to immediately disconrinue all
operations until a public hearing is scheduled, and that the licensee shall comply with said directive; now,
therefore, be it
RESOLVED, that the 15 day notice requirements of §409.06 of the Saint Paul Legislative Code are
hereby waived and on-sale liquor, Sunday on-sale liquor, and liquor outdoor service area (patio) licenses are
issued to Lo-to LLC d/b/a Lo-To (David Fhima- President), located at 380 Jackson Street in Saint Paul,
subj ect to the agreement stated above.

In the matter of the assessment of benefits, cost and expenses for the
reconstruction of sidewalks on the North Side Reaney Avenue from Hazelwood
Street to Germain Street.
Preliminary Order: 02-385 approved O5/O1/02
Final Order: 02-455 & 02-672 approved OS/22/02 & 07/24/02
The assessments of benefits, cost and expenses for and in connection
with the above improvement having been submitted to the Council having
considered same and found the said assessment satisfactory, therefore, be it
RESOLVED,That the said assessment be and the same is hereby in all
respects approved.
RESOLVED FURTHER, That a public hearing be had on said assessment on
the 20th day of Julv, 2005 at the hour of Five thirty o'clock P.M., in the
Council Chambers of the Court House and City Hall Building, in the City of
St. Paul;that the Valuation and Assessment Engineer give notice of said
meetings, as required by the Charter, stating in said notice the time and
place of hearing, the nature of the improvement, and the amount assessed
against the lot or lots of the particular owner to whom the notice is
directed.
