of the Saint Paul Legislative Code pertaining to
Building Construction. This is an emergency ordi-
nance rendered necessary for the preservation of

� That Section 15.04 Technical Provisions for Electrical
Work is hereby amended by deleting item a. of subsection 1
General Regulations, which reads as followss
a. T'he National Electrical Code (1962 Edition) is
hereby adopted by refe'rence as the Electrical Code of
the City of Saint Paul with additions and exceptions
as listed herein. Three copies of the National Electri-
cal Code (1962 Edition) shall be marlced as official cop-
ies and kept on file in the office of the Gity Clerk for
use and examination by the public.

or using a floor surfacing machine, pipe cuttin machine
or other device (whether portable or stationary� unless
said connection is made on the inside of a building at the -
service disconnect device. The service disconnect device
or switch must first be inspected and approved by the
Bureau and a special permission in writing from the .
Bureau shall be required before such temporary installa-
tion may be connected. '
b. T'emporary electrical work for carnivals, circuses,
exhibitions and entertainments of all types shall be in-
stalled and supervised by a duly licensed Master Elec-

2. Temporary Installations.
a. All temporary electrical wiring and eq�?�pment wheth-
er in buildings or out of doors regardless of use f or
' which such temporary installation is made, shall be in-
stalled using materials and methods approved by the
Bureau.
b. During the construction of a building no electrical
connection shall be made, f or testing or using a floor
surfacing machine, pipe cutting machine or other device
� (whether portable or stationary) unless said connection is
made on the inside of a building at the service disconnect
device. The service disconnect device or switch must

bition, entertainment or of the building in which such
carnival, circus, exhibition or entertainment is
being held in attendance at all times when such carni-
val: circus,. exhibition, entertainmen.t is open to the
public, and the name of such representative sha11 be on
file in the office of the Bureau of Public Buildings and
shall have the full authority to discontinue the opera-
tion of the carnival, circus, exhibition or entertainment
on order of the Commissioner or his representative.

3. Wiring Methods and Sizes � � ��
• The f ollowing methods of wiring and no other methods, eyen
though listed in the National Electrical Code (1956 Edition)
are allowed within the limits of the City of Saint Paul. Wiring
shall be installed in accordance with the Standards of the
National �Electrical Code.
a. Rigid Metal �onduit
Shall be galvanized, sharadized., galvaneled or
' protected by other approved method.

b. Electrical Me�allic Tubing, Galvanized, Sharadized,
or �alvaneled.
- c. Mineral Insulated Metal Sheathed Cable Type MI
� d. Liquid-Tight Flexible Metallic �onduit
e. Surface Metal Raceways
f. Flexible IVietal Conduit - except for service entrances,
this method is allowed for concealed work as follow� t
(1) In frame residences or duplexes, if strapped within
twelye (12) inches of an outlet box or cabinet.
• (2) In new or existing buildings where it is impracticable
to use rigid conduit. �
(3) Flexible metal conduit is also allowed for exposed
work where it is i�npossible to use rigid metal conduit
including final connections to motors,etc.
g. Armored Cable - allowed if concea.led in completed
buildings but not allowed for service entrances.
h. ppen Wiring, Bar Conductor Feeder or Non-Metallic
Waterproof Wiring - may be allowed with special writt�n
permission of the Bureau in cases vyhere conduit is
impractical. _
i. Underfloor and Cellular Me�a� Floor Raceways -
Allowed if receptacle housings and junction boxes are
covered with nonconductive material or properly grounded.

1. Underplaster Extensions - allowed except for single
conductor types.
m. Wiring for Electric Discharge Lighti,ng Systems -
allowed if installed in accordance with the National
Electrical Code (1953 Edition) .
n. All electric wiring in unceiled basements,, pipe
spaces,�_ or crawl spaces below the level of the first
floor shall be installed in rigid metallic conduit or
electric metallic tubing.

o. Insulation at ,B�ushings - Where undergrounded conductors �����
of No. �4 or Yarger enter a raceway in a cabinet, p�ull box,.
�unction box, or auxiliary gutter, the conductors shall be
prote°ct.ed by a substantial insulating bushing provic�ing a
smoothly .rounc�ed surface. ,
p. Branch Circuits
Branch circuit conductors energized with 120 �r 240 vo�lts
shall be a. minimwn size of No. 12 �W�. This does not
inc,lude the low vo�ltage conductors. of 1ow �oltage systems,.
wiring within app�ratus or e quipment, or other low current
control circuits as approyed by the enforcing authority
of this code. ,� �naximum of t.en (10) lighting and can-
veni�ence outlets shall ,be connected to a branch -circuit.
q. E1boW Fittings
All elbow fittings within ,�i inche�s. of finished grade
shall be of watertig'ht construction and shall be .of the .
capped elbow type having a threaded covex or other type '
approyecl by th.e .City Architect.

(2) Laundry areas shall have a minimum of one ceiling �� `
light over the laundry equipment and shall have atr least �
one duplex receptacle on a separate 20 ampere circuit.
(3) Porches, breezeways and atiached garages shall
have a minimum of one wall switched light and one con-
venience outlet.
(4� Each entrance to a building shall have a minimum
of one switched exterior lighting outlet.
(5) Garages, carports and other accessory buildings
if wired shall have a minimum of one convenience outlet
and one wall �witched lighting outlet.
f. Fire Alarm Systems
:411 fire alarm systems shall be installed in rigid
metal conduit, electric metallic tubing or Type MI cable.
. SECTION 4
That Section 15.04 Technical Provisions for Electrical
Work is hereby further amended by deleting the following from
item "b" in subsection 4 Service installations :

d. The point of attachment of a service dro to a
building or structure should be eighteen (18� f eet abov�
the ground, except where the height of the structure or
clearances do not reasonably permit, then a minimum
height of ten (10) feet above the ground shall be maintained.
In no case shall the point of attachment be such that the
installation does .not meet the mi'nimum clearance require- �
ments f or Service Drops in the National Electrical Code.
When the construction of the building or structure
is such that it is impossible to obtain the proper clearance
by attachment to the side of the building, an approved
mast type riser shall be installed which will provide the
, proper clearance. � '
SECTION 6
This ordinance is hereby declared to be an emergency
ordinance rendered necessary' for the preservation of the
public peace, health and saf ety.
