Gentlemen:
In connection with the Selby-Dale General Neighborhood Planning Area, the
Housing and Redevelopment Authority has approved an application for an in-
crease in the Federal advance to prepare such General Neighborhood Plan
from $142,844.00 previously approved by your Honorable Body (C.F.No. 216267
approved January 17, 1964) to the amount of $229,004.00.
Planning activities carried out under the previous Federal advance of funds
culminated in the Summit University Survey and Planning Application hereto-
fore approved by the Council (C.F. No. 227555 approved March 4, 1966). This
application for an urban renewal project is presently being processed by the
Department of Housing and Urban Development. The increase in planning advance
funds presently being requested by the Authority will permit continuation of
General Neighborhood and Renewal Project planning activities during the next
few months until Federal Approval of the Summit University application. In
this manner necessary pTanning activities may continue without delay resulting
in a shorter planning period for the Summit University pro�ect.
The Authority requests Council consideration and approval of the enclosed re-
vised application.

STATEMENT SUPPORTIN FORM H627 ' �
The Housing and Redevelopment Authority began the undertaking of the
Selby-Dale General Neighborhood Pla� �on September 16, 1964. The anticipated •
budget period for the project was 12 months.
• Early during the study it became evident that� mor� detailed study than
originally anticipated was necessary to provide a firm base for the planning
of the area. This resulted in a substantial effort being devoted to original
data 'gathering, family, commercial and institutional surveys and other acti-
' vitiea which lengthen the budget period and required additional staff aer- '
vices not anticipated in the original budget.
. Completion of the General Neighborhood Plan has progressed to the '
� • point the Housing and Redevelopment Authority aubmitted a survey and planning
application to undertake the entire area as a single project on February 18,
1966. Federal approval of this application is not �nticipated until the fall
. of 1966. Because of current resident attitudes in the area, it is necessary-
close community contact be maintained between�now and the beginning of project
planning. The attached budget revisioa anticipates the retention of two com-
munity organization specialists currently assigned to the GNRP area.

During the course of past G N R P activities the Authority has indicated
� a system of major perk, school and recreational expansion. However, the
general size, location and extent oF these facilities has not yet been deter-
mined. To make these determinati�-�,s , the Authority anticipates the inspec- .
tion of property within alternative expansion areas as an aid to identify '
their general locations. Also, additional inspection of properties are con- `
� � .
V ' sidered desirable to aid in the identification of the boundaries of clearance
sections. Both of theae undertakings will be necessary to complete the G N R P.
' • � The proposed budget revision includes the salary requirements of
the planners engaged in the project to the extent they are needed to com-
� plete all Part I and Part II activities and �ncluding time devoted to
� community presentations of the plan and working with consultants and
, others interested in the development of the area general plan.

� Contract items included in the budget revision include a Land

Utilization and Marketability Study presently estimated to cost $10,00 .
The completion of a contract with the Saint Paul United Fund to undertake
a study of social needs of the area and physical plant requirements to
� , satisfy these needs. Also the Authority anticipates a continuation of its '
present contractural arrangements with consultants currently engaged in the
G N R P. The contract addition with Data Control is to provide the Authority
� with additional'cross tabulations of data previously collected. . . ^
