05-471Council File # 0�' Resolution # Presented By Referred to Committee: Date 1 WI�REAS, Automated External Defibrillators (AED's) save many more lives than CPR, 2 and many visitors to the Saint Paul Parks and Recreation sites are older adults, at more risk of 3 heart attack than the general public; and 4 WHEREAS, the Saint Paul Division of Parks and Recreation is planning to purchase 5 AED's for Saint Paul recreation centers and for other major Recreation Services sites or 6 programs over a three year period; and 7 WHEREAS, Recreation Services desires to solicit funds from the bus3ness community, 8 and non profit service organizations in order to purchase as many of these AED's as possible 9 over a shorter time frame; and 10 WHEREAS, Chapter 41 of the Saint Paul Administrative Code sets forth the process for 11 allowing employees of the City of Saint Paul to solicit funds and/or property for any employer- 12 related or occupational-related purposes; 13 14 15 16 17 18 19 20 21 22 23 WHEREAS, in those cases involving solicitations in the amount of five hundred dollars ($500.00) or less, the mayor or designee, or the council as a whole or designee, or any department head or designee may solicit funds on behalf of the city or on behalf of any city- sponsored function or organization and in those cases involving solicitations of more than five hundred dollars ($500.00) only the mayor or designee for the council as a whole or designee of the council can make such solicitation; now therefore be it RESOLVED, that the Director of the Department of Parks and Recreation or his designee are hereby authorized to solicit funds on behalf of the Department for the purpose of raising funds to purchase Automated External Defabrillators. FURTHER RESOLVED, that quarterly reports of all solicitations by the Division of Parks and Recreation will be provided to the City clerk, mayor and each councilperson.
