WHEREAS, adverse acrion was initiated against the V ehicle Immobilization Service licence
held by Clampdown Parking Enforcement Services, d/b/a CPES (License ID#20030004993), for
the City o€Saint Paul by Notice of Intent to Suspend License dated Apri126, 2005, alleging failure
to submit required documents for license renewal; and
WHEREAS, licensee did not respond to the Notice of Intent to Suspend License to contest
the allegation or submit the required documents; and
WHEREAS, the Notice of Intent to Suspend License stated that if the licensee failed to
respond by May 6, 2005, that the matter would be placed on the consent agenda to impose the
recommended penalty; now, therefore, be it
RESOLVED, that the Vehicle Immobilization Service license held by Clampdown Parking
Enforcement Services, d/b/a CPES is hereby suspended until such rime as the required documents
are received and approved by the Office of LIEP.

NOTICE OF INTENT TO SUSPEND LICENSE

The Office of License, Inspections and Environmental Protection has recommended adverse
action against the Velucle ImmobIliza&on Service License held by Clampdown Pazking Enforcement
Services, d/b/a CPES for the City of Saint Paul. The basis for the recommendation is as follows:
On March 4, 2005 you were sent a letter requesting several
documents in order to continue with your license renewal:
a clarification of who K. Quinn is and how he/she is related
to the business; submit current insurance; a list of grivate
property service locations; a list of locations within the
City of Saint Paul of any private properties where the vehicle
immobilization services will be conducted; a list Qf names and
contact information of all persons authorized to order vehicle
immobiliaation at each location; a copy of the printed order
form you use when servicing a vehicle with the boot; a sample
of the warning decal your company uses to place on the vehicle
being booted; a current list of fees charged for booting; provide
proof of public liability insurance coverage in the amount of
$100,000 for injury or death to one person, $300,000 for each
injury or death from each occurrence, and $25,000 for property
damage. Proof of insurance must not have any lapse in coverage.

You were given until March 18, 2005 to sabmit these documents.
As of today's date, the documents have not been received, nor
have you indicated tfiat yon no longer wish to do business in
the City of Saint Paul

The Office of LIEP will recoinmended a suspension of your license until such rime as the required
documents have been received.
At this time, you have three oprions on how to proceed:
l. If you wish to continue to do business in the City of Saint Paul, you may submit the
necessary informafion to the Office of License, Inspections and Environmental
Protection at 8-�ourth Street, Suite 200, St. Paul, MN 55101 no later than Friday,
May 6, 2005. Informarion should be directed to the attention of Christine Rozek.
2. If you do not dispute the above facts, but wish to have a public hearing before the Saint
Paul City Council, you will need to send me a letter with a statement admitting the
violation and requesting a public hearing. We will need to receive your letter by Friday,
May 6, 2005. The matter will then be scheduled before the City Council for a public
hearing to determine what penalty, if any, to impose. You will have an opportunity to
appear before the Council and make a statement on your own behalf.
If you no longer wish to do business in the City of Saint Paul, you may send a written
statement to that effect to the Office of License, Inspecrions and Environmental
Protection at 8-Fourth Street, Suite 200, St. Paul, MN 55101-IO24 no later than Friday,
May 6, 2005. Informarion should be duected to the attenfion of Chrisfine Rozek.
Please let me know in wriring no later than Friday, May 6, 2005, how you would like to
proceed. If you have not contacted me by then, I will assume that you are not contesting the facts.
I will then schedule this matter for the St. Paul City Council and have it place on the Consent
Agenda during which no public discussion is allo�ved and your license will be suspended.
