WHEREAS, the Detention and Corrections Authority has received a grant from the
A. G. Bush Foundation for a three-year education and research project at the City-County
Workhouse; and �
WHEREAS, the dono�s requested that the monies be invested to draw interest
till needed; and
WHEREAS, to be consistent with the handling of other funds and monies of the
Detention and Corrections Authority, upon recommendation of the Public Examiner in
conference with other interested parties, it was agreed that these funds be deposited
with the City Finance Department; and
�NOW, THEREFORE BE IT RESO�.VED, that the Detention and Corrections Authority
hereby .recommends to the City Counci ] of the City of St. Paul and the Board of Ramsey
County �ommissioners that a special fund be established in the Office of the City
Comptroller to which these monies can be credited as needed; and
BE IT FURTHER RESOLVED, that the monies not presently needed be invested in
interest bearing_say,ing certificates, those certificates presently invested at North-
western State Battk be turned ouer to the City Finance Department for safe-keeping and.-
all earnings on said saving certificates shall _be credi.ted to this fund; and
BE IT FURTHER RESOLVED, that on purchases up to $500.00 the Superintendenfi,
Executive Director and/or Assistant Director (any two of the three) must approve all
purchases of equipment and supplies. . On items over $500.00, in addition to�re--ab ve,
the Detention and Corrections Authority must also coneur. The rules and regulations
gover,ning the Detention and Corrections Authority purchasing and expenditures shall
apply hereto; and � ,
BE IT FURTHER RESOLVED, that the Detention and Corrections Authority must
approve all� positions to be paid f rom this f,und with respect to certain items, including,
but not limited to, salary, health and welfare, P.E.R.A�, workmenis compensation benefits,
and other items pertaining to empl�oyees and' their benefits. The t'ules and regulations
governing Detention and Correc�jons Authority,employees shall ,apply to employees hired
hereunder except insofar as the Authority shall otherwise provide.
