RESOLVED, That the Purchasing agent be and he is hereby authorized, with the consent
of the Mayor and the Comptroller, to purchase certain Traffic Controllers and Allied
Equipment for the purpose of repairing and replacing certain units, from ECONOLITE and
H.S.ALLEN, INC. at a cost of approximately $3000.00� without advertisement or
competitive bids pursuant to Section 291 of the Charter of the City of St. Paul as an
emergency exists where failure to act promptly will work hardship to the best'• interests
