This is written in response to the Appeal of the Lutheran Church of the Reformation to relax the eight foot buffer � requirements' for parking facilities on the property located at the northwest corner of Laurel Avenue and Oxford Street . described as Lots 27 and 28, Block 7, Roger's Addition. � At the"March 3, 1966 Board of Zoning meeting, the staff reported that the property which is approximately four to five feet above street level is to be graded down to street grade. On the west property line where the relax- ation of the buffer requirements is requested, there is presently a cement-block retaining wall which will remain after grading, and which will act as a screen to the property to the west. -It is the recommendation of the . Board that the Appeal be granted provided that the present wall be kept as a buffer or, if the existing wall cannot - . be kept, a decorative fence, five feet in height, be provided. " . .
