RESOLVED, by the Council of the City of Saint Paul,
that the Corporation Counsel having made written request
seeking the authority to appoint special counsel, is
herewith authorized to appbint Gerald E. Rutman as special
counsel of the City of Saint Paul to handle such matters �
as may be assigned by the Corporation Counsel, at a com-
pensation of $50.00 per diem, said compensation to be
payable upon receipt by the Corporation Counsel of an
itemized billing submitted by said special counsel;r Z'he
duration of time for which this resolution shall be ef-
fective shall not exceed 30 days from and after its passage
and approval, subject, however, to the number of days said
special counsel is requested to work by the Corporation
Counsel.

I herewith request authority, pursuant to the provisions
of Charter Section 178, to employ special counsel for purposes
of representing the City in such legal matters as may be as-
signed by the Corporation Counsel.
We find that this request is necessary due to the
illness of one of our present staff inembers, in addition to
the nature of certain legal problems recently commenced against
, the City. I enclose a resolution, pursuant to said Charter Sec-
tion, for your consideration.
