05-410Council File # QS Green Sheet # �Da� 3`�� RESOLUTION CITY OF SAINT PAUL..MIN Presented t A Resolution Establishing the City Council's Expectationsfor the 2 City of Saint Paul's Summer 2005 Youth Employment Program 3 WHEREAS, $400,000 of Community Development Block Grant program funds for fiscal year 2005 will be a allocated to surnnier jobs for youth in Saint Paul; and 5 WHEREAS, the CiTy has supported summer employment programs for youth in vazious forms for many yeazs 6 which represents an important opportunity to provide low-income Saint Paul youth with valuable work skills and � experiences; and 8 WHEREAS, Council Reseazch has identified needed changes to the summer youth employment program, and 10 WHEREAS, no formal study of effectiveness has been conducted of the youth job program which measures its 11 success at meeting its program goals — either when administered by the County and School District or the City; now t2 therefore, be it 13 RESOLVED, that the City Council establishes the following program goals for the City of Saint Paul-CDBG- i a funded summer youth employment program: 15 That the program provide ten weeks of real world work experience for at least 300 low income Saint Paul 16 youth, many of whom have no other constructive auenue availabie for using their talents and energies 17 during the summer months; 18 That the program provide these youth with basic life skilis and work world training to better prepare them �9 for entering ttie workforce in coming years; zo That the program strive to forge bonds between the City and other program employers with youth and the zl community who aze developing the skills to join the ranks of their workers; 22 That the youth workers do work for the City ar their other agency employer that truly serves the needs of 23 the employer and communiTy, thus providing incentive for continued sponsorship of the program; and 24 That the program develop leadership and mentoring skills among the City and other agency staff who serve zs as youth supervisors in the program; and be it 26 RESOLVED, that the City Council establishes the following expectations for the City of Saint Paul-CDBG-funded 27 summer youth employment program: z8 That the program track the total number of program participants and the number of hours that they worked z9 Por the duration of the summer 2005 youth employment program.
