WHEREAS, The City of Saint Paul, Minnesota, recognizes
tY�at Tit1eVI of the Civil Rights Act of 1964 and the regula—
tions and policies of the Department of Housing and Urban
Development effectuating the Title prohibit discrimination on
the groun.d of race, color, or national origin in the policies
and practices of any public facility, educational institution,
or hospital responsible for proposed credit to the locality' s
share of the cost of an urban renewal project receiving finan.—
cial assistance from the United States; now, therefore, be it
RESOL�TED, That the City of Saint Paul hereby assures the �
United States and the Department of Housing and Urban Develop—
ment that all public facilities including the Western Park to
be provided in the Western Redevelopment Area, Project No. U.R.
, Minn. 1-2, will be available to and serve all persons without
regard to race, color or national origin.

Enclosed find a copy of the City Council Resolution for the Riverniew Industrial
Project that has been revised to indicate the similar resolution needed for the
Western Redevelopment Area regarding nondiscrimination.
Please ask the City Council to adopt this resolution at your earliest convenience.

tion.

Gentlemen:
The request for a City Council Resolution on non-discrimination in the Western
Redevelopment Area, submitted with our letter dated December 1, 1967, is required
by the Department of Sousing and Urban Development pxior to their crediting this
park towards the City.'s contribution to.this urban renewal project as a non-cash
local grant-in-aid.
This Project is near final close-out and we request that a Resolution be passed to
assure the Federal Gonernment that all the project facilities will be available to
serve all persons regardless of race, color or national origin.
The Redevelopment Plan for the Project, Revised February, 1957, does have a para-
graph regarding "Discrimination And Segregation"_which needs to be made current
by a resolution which indicates the City recognizes Title VI of the Civil Rights
Act of 1964. .
