LONG RANGE �PROGRAM OF PROJECT LOCATION - REVISED , The Au�hority has 482 dwelling units for the elderly under construction, about to go under construction, or in the Working Drawing stage (Projects Minn. 1-11, 1-14 and 1-15) and anticipates the start of construction on , all of these units by January, 1968. In addition, the Authority is seek- ing a site for 148 dwelling units (Minn. 1-13) to replace the downtown - site previously selected and subsequently dropped which was included in the Minn. 1-11 Development Program as Site No. 3. The Authority expects to submit an Amendment to the Project No. Minn. 1-11 Development Program for the new Minn. 1-13 site early in•1968. The commencement of construc- � _ _ , tion of the Mirin. 1-16 and 1-13 projects_is presently scheduled for fall -or - - winter of 1968. The balance of the 450 units for elderly will be constructed under the turnkey program or by conventional methods. � . In addition, 1,385 dwelling units are under A.C.C. and are to be leased in . existing housing. These 1,385 units are to be scattered throughout the comn- unity and will provide housing for 975 non-elderly iamilies as well as 410 elderly families. Many of these units may be located in our 1,035 acre Summit-University Urban Renewal Project where relatively heavy relocation loads are anticipated as a result of renewal program activities. There is presently a relatively high proportion of elderly residing in the Summit- University Renewal Project area, many of which will most likely want to remain in this district. � , �2) c. There are no creeks or rivers within the i�nediate vicinity of the proposed site. • - d. There are no topographic hazards such as ravines or steep slopes near the site. e. Other adverse influences - NONE. � 209. RELATIONSHIP OF SITE TO NEIGHBORHOOD REDEVELOFMENT AND RENEWAL - REVISED ` a. The site is a part of the Western Redevelopment Area, an IIrban Renewal Project of 76 acres which commenced in 1953 and which the Authority expects to close out early in 1968. b. A Section 221(d) (3) moderate income project of 96 one, two and three bedroom dwelling units is proposed for an approximately four acre tract which is immediately northwest of the site. This - is for moderate income families and should have no adverse effect , on the proposed low rent project. The Authority may lease some of the units in the 221(d) (3) project for public housing families and elderly. _ 210. ZONING - REVISED � a. The Redevelopment Plan controls are applicable to the site and are generally more stringent than present zoning ordinances. The Redevelopment Plan restricts the use to moderate or high density "C" residence zoning, the height to 140' and the � density to not over 68 dwelling units per acre for elevator apartments and 22 dwelling units per acre for two and three story apartments. Density restrictions for any multi-family housing under the existing zoning ordinance requires the provision of 1,000 square feet of land per dwelling unit. However, this requirement has been waived for hi-rise developments for the elderly and 500 square fe�t of land area per dwelling unit, or 87 dwelling units per acre, has been permitted. t6) � - � � •- - - . ._ _ . _.�_ ..-- ----._ .,._ ----�----.—____ _. .._...�.�_�.__y.._-----•-•--_._...__.._.�. .-- 214. The site is relatively flat in the north-south.�direction, varying - � by no more than three feet across the approximately 225 foot - � • • - �north-south distance. In an east-west direction the maximum varia- � tion-is approximately nine (9) feet from a high point at the north- west corner of the site to the low point along the east boundary of the site. b. No extensive filling or grading is required. There is no evidence � of past or potential earth movement on the site. � c. Two test borings have been made along the east-west centerline of the site. Fill, peat and/or black or dark colored soils were found to a depth of eleven (11) feet and six (6) feet. The underlying soils are primarily sandy with penetration resistances which vary from fairly low to very good. 3edrock at this site is the Platteville Limestone Formation which would be encountered - • - . � � � • at a depth of about fifty (50) feet..
