AGREEMENT
School Resource Officer (SRO) Proeram
THIS AGREEMENT, made this �i oZ �day of �rYKl�i > 2005, by and between INDEPENDENT
SCHOOL DISTRICT NO. 625, hereinafter referred to as "Dish�icN', and CITY OF SAINT PAIJL POLICE
DEPARTMENT, hereinafter referred to as "City",
WITNESSET'H:
WHEREAS, the Board of Education of Independent School District No. 625 Las by virtue of Board �71e No.
�63 �s , and the City Council, City of Saint Paul has by virtue oF Council Resolntion No.
authorized an agreement providing 5chool Resource Ofticer (SRO) services to the DistriM;
Now, therefore, IT IS HEREBY AGREED, by and between We parties, as follows:
General. The district agrees to pay City for the total program costs incurred as specified herein to
permit the assignment of School Resource Officers and Supervisor(s), all swom police officers, for law
enforcement and educaUOnal duties and services to be performed on behalf of the District during the
period of 7anuazy 1 through December 31, 2005. The Scope of Services for this Agreement is as listed
below.
2. Scope of Services. The 5R0 Program has three componenis:
a. Basic Services (Component A): The City will provide ten (10) SRO's for a petiod of 12 months.
These personnel will be dedicated to the dufies of their school assignments. These personnei will not
be removed from the schools, except for police emergencies, and as provided in secfion "d' below.
b. COPS Universa[ Hirirzg Program (Component B): The City will provide [wo (2) addi[ional SRO's
for a period of 12 months whose posifions originated with funding from the COPS (Community
Oriented Policing Services) Grant Prograzn. These personnel will be dedicated full-time to the duties
of their school assignments and will not be removetl from the schools, except for police emergencies.
c. PAL program (Component C): The City wiil use the services of three (3) SRO's from the end of
the regular school year (7une I5, 2005) till the start of the next school year {September 6, 2005) for the
operauon of the Police Athletic I.eague (PAL) program which will be operated for the benefit of
stndents in the St. Paul Schools.
3. Term of Agreement This Agreement will cover the period of January 1, 2005 tluough December 31,
2005,inclusive.
4. Condition of Employment. A]l services and duties performed by the assigned Officers will be within
the course of employment by the City. OfFicers, as City employees assigned under the Agreement, will
remain employees of the City and, therefore, aze covered by the City's Workers Compensarion
Program, will be paid by the City, and aze entitled to ail benefits provided by their employer. Officers
assigned under the Agreement will be expected to abide by and are governed by the rules and
regulations of the City.
5. Indemnification and Hold Harmless. Each party will indemnify and hold harmless the other party for
actions and representations made by its own employees, officials, agents and representatives, which
occur in the performance of the terms of this Agreement or their employment duties and the results
thereof to the extent authorized by law and shall not be responsible for the acts andJor omissions of the
other party or that party's employees, o�cials, agents or representatives and the resulu thereof. The
liability of the parties shall be limited and govemed by provision of the Mianesota Torts Claim Act,
Minnesota Statutes Chapter 466, et esq., and other applicable law.
