RESOLVED� That the Health an.d Welfare Program for
employees of the City of Saint Paul, as exemplified by contracts
between the City of Saint Paul and The Minnesota Mutual Life �
• Insurance Company, the Minnesota Hospit al Service Association,
and St. Paul Fire & Marine Insurance Company, shall be continued
in force for the period of one year from January 1, ig68, subject
to all the terms and cond�i.ons as provided in the contracts
heretofore entered into between the aforementioned health and
welfare program carriers and the� City, except that the agreement
between the City and the St. Paul Fire & Marine Insurance Com any
shall be subject to modification and increase in premiums to �4 .
for employee coverage and increased to �7.70 �or dependents '
coverage as set forth in Notice to the City from said carrier,
sai�d notification being received on June 30, 1967, as provided
under the terms of its agreement with the City, and egcept that
the agreement between the City and The Minnesota Mutual Life
Insurance Company shall be subjeet to modific ation and decrease
in. premiums. to 85 cents for the �1,000 City-pay life insurance
coverage ; be it .

FIIRTHER RESOLVED� That the Council of the City of
Saint Paul, relative to the coverage provided by the Minnesota
Hospital Service Association, directs the p B,ex� City officers
on behalf of eligible employees to pay as t��eCity' s portion of
such coverage �7 .55' for employee cove�rage and �5�. 38 for dependents ' ; ,� .�
coverage ; be it � �
. FURTHER RESOLVED�, That the Council of the City of Saint
` Paul, relative to the coverage provided by the St. Paul Fire &
� Marine Insurance Company, directs the proper City officers, on
behalf of eligible employees, to pay as the City-pay portion oY
such coverage �4 for employee coverage and �2. 17 for dependents
coverage; be it
FURTHER RESOLVED, That as to all City-pay coverages
� heretofore or herein authorized, the proper City officers are ,
�authorized to levy and collect a tax for the purpose of provid-
ing the necessary funds for payment of premiums or charges �or
such City-pay coverages , and such sums so levied and appropriated ,

To the Mayor and Members of the City Co�incil:
The Health and Welfare and Insurance Committee has resolved to present to
the Council, for its consideration, the follow:i.ng recomanendations:
Sub�ect:
Masinesota Hospital Service Association (Blue Cross)� the St. Paul Fire and
Marine Insurance: Company, and the Minnesota Mutual Life Insurance Company
have proposed monthly premiums for 1�968 for the employee hospitalization
and surgical-ma�or medical and life insurance coverages as follows:

Recommendation: The committee has carefully examined the financial
s atements submitted by the carriers and recommends the adoption
of the proposed rates.
Sub3ect:
The monthly premi.um rate for dependent�s hospital and medical coverage prior
to 19� was $26.75 with the City contributing $7.55 toward this cost. When
the premium rate was reduced in 1966 to $25.70, the Cityts contribution was
reduced by 30¢ in order that the City�s proportionate share should remain
approximately the same. The rate of $26.80 has been proposed for 1968.

Recommendation: That the City adopt the proposed rate for dependents
hospital-medical coverage and that the City�s contribution for
such coverage be restored to $7•55 1n order that the City�s pro-
portionate share of the cost remain approximate]tiy the same as it
has been in the past.
Sub-ie ct:
The St. Paul Fire and Marine Co. has offered to grovide for the employees a
program of salary continuance disability insurance.
Recommendation: The Committee recomrrlend.s that this program be made �
available to employees at their own expense.
Sub:iect•
The Minnesota Mutual Life Insurance Company has offered to increa.se the
lim;tation on extra life insurance, which may be purchased. by the employee,
f`rom the $10,000 limit now in effect to $15,000.
Recommendation: The Committee recommends that this extend.ed program be
made available to the employee.
Sub�e et•
Police and fire employees who have 30 years of service and retire between the
ages of �8-64 are eligible to participate in a�ho'spital-medical program for
which they pay the full premium until they reach age 65. At age 65 they are
then eligible for the regular retirees' hospitalanedical program which the
City pays for.
Recent legisla.tion has made it possible to offer this grogram to a]1 City
eraployees.
Recouanendation: The Committee recommend.s that this program be made
ava.ilable to all City employees who qualify for such a plan.
Resolutions covering the above recommendations are attached for the consideration �
of the Council.
