i WHEI2EAS, Neighborhood Housing and Property Improvement (NHPn has requested the City
2 Council to hold public hearings to consider the advisability of revoking the rental registration certificate
3 for a single faznily rental property located at 677 MCKNIGHT ROAD S and registered to Richard C.
4 Bradley ; and

6 WHEREAS, on February 1, 2005, NHPI conducted an inspection of said properiy and issued a
7 Correction Notice with a compl9ance deadline of Febrnary 15, 2005 for Items 1 thru 6.; and

WHEREAS, on February 28, 2005, NHPI conducted a reinspection of said property and found

lack of compliance with the previous order, and
WHEREAS, on March 1, 2005, NHPI sent the holder of the rental registration certificate for the
subject properry, Richard C. Bradley, a$50 excessive consumption bill, addressed to 1416 Hazel 5treet
North, St. Paul MN 55119-4216, the address on said certificate; and
WHEREAS, as of April 19, 2005, said $50.00 has not been paid, and Legislative Code §51.06 (a)
(v) provides that non-payment of fees for excessive consumption is grounds for certificate revocation;
and
WHEREAS, on March l, 2Q05, NHPI notified of the need to arrange an interior inspection of
the subject properry; and
WHEREAS, as of April 19, 20Q5, an interior inspection has not been arranged, and Legislarive
Code §51.07 (a) (iii) provides that the imposition of an excessive consumption fee is grounds far an
interior inspection; and
WHEREAS, on Apri15, 2005, NHPI sent Richard C. Bradley the proper Notice of Intent to
Revoke Rental Registrarion (copy attached); and
WF�EREAS, Richard C. Bradley has not appealed said notice and the time for filing an appeal
has expired; now therefore
BE IT RESOLVED, that based on the foregoing, the Saint Paul City Council hereby adopts the
following findings and order concerning the subject property at 677 MCKNIGHT ROAD S.
That the subject property is a single family rental property that is required to be registered
with the City's Rental Registration Program.

2. That the holder of the Rental Registration Certificate for the subject property is Richazd
C. Bradley.

That said certificate holder has been billed for excessive consumption of code inspection
services, which has not been paid.
That said certificate holder has been zequested to allow an interior inspection of the
subject properry, which has not been arranged.
That the notification requirements of Chapter 51 have been fulfilled and the time for an
appeal has expired without an appeal being made.

The Saint Paul City Council hereby makes the following order:
L The above-referenced Rental Registration Certificate issued to Richard D. Bradley for
the single family rental property at 67� MCKNIGHT ROAD S, Saint Paul, MN is hereby
revoked.
2. It is further ordered that a copy of this resolution be mailed to Richard C. Bradley.

I am writing to you in your capacity as the holder of a rental registration certificate for 677 MCKr1IGHT ItOAD
S, St. Paul MN.
You are hereby notified, pursuant to the authority granted to me under Chapter 51 of the St. Paul I,egislative
Code, of the City's intent to revoke the registration certificate for 677 MCKNIGHT ROAD S based on the
following:
On February 1, 2005, this department conducted an inspection of said properiy and issued a
Correction Notice with a compliance deadline of February 15, 2005 for Items 1 thru 6.

On February 28, 2005, this department conducted a reinspection of said properiy and found lack
of compliance with the previous order.
On Mazch 1, 2005, this department sent you a$50.00 bill for the cost of said reinspection.
As of today this $50.00 has not been paid.
On March 1, 2005, this department notified you by mail of the need to arrange an interior
inspection of said rental property.
As of today this interior inspection has not been ananged.
I have referred this matter to the St. Paul City Council with a recommendation to revoke the rental registration
certificate. The City Council will revoke unless an appeal is filed in the next thirteen (13) days from the date of
this notice. An appeal may be filed pursuant to legislative Code § 18.02, by appearin� in person between the
hours of 8:00 a.m. and 430 p.m. on any business day at the City Clerk's Office, Room 170, City Hall, 15 W.
Kellogg Boulevard, St. Paui, MN or you may appeal by mail within the same 13 day time line.

Jnce "'�A City Council has revoked the rentai registration certificate, occupancy of the property is not allowed
until an inspection by Neighborhood Housing and Property Improvement (NHP� has been conducted, (2)
the irector of NHPI has determined the property to be in compliance, and (3) the certificate is renewed. Note:
Renting a property without a certificate is a misdemeanor.
Please call me as soon as possible to azran�e a meeting to discuss how to correct this situation before the Cite
Council acts to revoke this certificate. If all issues aze addressed, I will recommend that the revocation be
withdrawn from consideration by the City Council.
