Marshall, City Clerk Room 386 City Hall & Court House Dear Sir: This is written in response to the petition of Gerald Frisch to rezone from "A" residence to "C" residence property located on the west side of Albermarle Street between Larpenteur Avenue and Wheelock Parkway and de- scribed as Lots 6 through 12, Block 2, Rice Street Villas. The applicant proposes to utilize this property, along with two other properties to the north (for which he is also petitioning for rezoning), to assemble a land package for a 79-unit apartment building facing Larpenteur Avenue. This matter, as well as the petitions for rezoning of the adjacent two properties, were considered at the November 2, 1967 Board of Zoning meeting. The staff reported that the Co�nissioner of Finance had reported the peti- tion to be sufficient with 26 of a possible 30 (86 2/3%) owners of tracts within 100 feet signing. The entire block is presently zoned "A" residence. The area to the east is used as the rear loading area for the shipping complex fronting on Rice Street. South and west are single-family resi- , dences, north is vacant land and apartment development further north across Larpenteur Avenue. The Comprehensive Plan recommends R-2 single-family homes for this area. The staff reported that a number of sites in the general area have in recent years been rezoned to allow multi-family dwellings, but that much of the rezoned area has not as yet been developed.
