Resources study the composite duties of two positions to determine the apprapriate classification and
compensation. Our office determined that the positions shauld be allocated to the new classification titled
Hnman Rights Specialist - Bilingual. This title will be responsible for addressing discriminaaon complaints and
cont�act compliance acavities of citizens for whom English is not the pnimary language. The duties of this title are
compazable to those of Human Rights Specialist except for the language requirement. Language needs such as
Hxnong, Spanish or Somali is vital in providing assistance to Saint Paul communities.

$42,034.05 - 58,770.68 yearly.

limit the Cit}�s ability to successfully partner with businesses to meet staffing objectives, investigate and address

CLASSIFICATION STUDY RESULT
We have completed our desk audit of the vacant Human Rights positions. We have
reviewed relevant job information and discussed the position with you as Director. The
analysis included a review of classification specifications and job profiles allocated to the
Huxnan Rights Specialist classification.
Tkris study indicates that the position is working at the Human Rights Specialist level with
the same scope of responsibility. However, because of the necessity for proficiency in
another language we haue deteimined that Human Rights Specialist - Bilingual shouid be
created, also at grade 12 of the Professional Employees Association bazgaining unit salary
schedule. .
Should you choose to fill the vacant positions, you will need to initiate a requisition and
send it through the required process, which includes obtaiuing a hiiing waiver from the
Director of Financial Services and the Deputy Mayor prior to submitting a requisition to
Human Resaurces.

DESCRIPTTON OF R'ORK
General Statement of Duties:
Performs the full range of professional and highly-responsible technical work to screen, refer, invesrigate, research,
and summarize discrimination complaints or contract compliance activities. Monitors and enforces Human Rights
provisions of the Legislative Code. Provides statistical analyses and develops cases for enforcement of affirmarive
action codes, regulations and contractor status. Performs related duties as required.

Works under the general supervision of the Director.

The listed examples may not include all the duties performed by all positions in this class.
Conducts intake screening refenals, and prepares case charges regarding possible Human Rights violations;
invesrigates allegations of violations of the Human Rights Ordinance.
Develops statistical analyses, interviews potential witnesses, prepares cases and conducts compliance reviews for
enforcement of affirmative action codes and regulations. Acts as a witness at public hearings and court trials.
Discusses governing rules, human rights and compliance issues with contractors, employers, real estate property
owners and others relative to human rights provisions of the Saint Paul Legislative Code.
COMPETENCIES
Demonstrates an understanding of the full range of theories and principles of human rights administration
including municipal, state and federal civil rights laws, mterpretations and lmowledge of court decisions, and
investigation, reseazch and contract compliance. Demonstrates an ability to resolve complex problems associated
with human rights work.
Demonstrates basic skills in operating a computer, keyboard, mouse, and work related hazdware. Demonstrates an
ability to use a broad range of job-related softwaze such as e-mail, word processmg, spreadsheet, and database
management applications.
Demonstrates an ability to independently prioritize own work, be attentive to detail, and provide assistance to and
coordination of the work of others. Demonstrates an ability to plan and manage complunt, investigation, and
compliance functions, negotiate and meet deadlines, and define, measure and evaluate results. Demonstrates an
