or competitive bids pursuant to Section 291 of the Charter �of the C3.ty of
St. Paul, the above is declared to� be an emergency�in the sum of $4,579.04.
�, "During July and August 1967, there were two utility lines re-located by the

Chatsworth 5treet from Pleasant to Armstrong Avenues in connection with �he
Pleasant Avenue Freeway. To eli.minate restoration by the Water Department

State Highway and the Water Department for the Public [,Torks to do the`/
_ restoration worlc in one project and the Water Department and the State of
Minnesota caould be billed for this restoration work. Because this taork had
not been anticipatied until .Tuly 1967� the amount purchased was t•�ay beyor�d
the small annual contracti (F.B. 27.86) with the Northc�estern Gravel Company
which the Public Tdorks Department had for their ordinary needs in 1967."
