STANTON D6PUTY PURCHASIN6 AG6NT HAROLD F.RAFTER `' } RiCHARD L. MONN .a T0: Honorable City Council - City of St. Paul FROM: Commissioner of Publjc Works and Purchasing Committee DATE: November 7, 1g67 i . C SUBJECT: Proposed trade of city owned belt loaders for tractor front end loaders In 1964-65, the Public Works Department purchased two force feed belt type toaders for snow removal operations at a total cost of approximately $42,000. Since that time the Clty of St. Paul has followed a trend of many other cities in de-emphasizing snow removal operations i favor of less costly and more fruitful sanding, salting and plowing operations, and these units have received very little usage. It is estimated their present value is in the vicinity of $25,000 to $30,000 - - the exact amount being difficult to assess because many municfpalities have abandoned the usage of belt type loaders and demand for them is very limited. The manufacturer for these units, who necessarily has contacts throughout the United States as an avenue for disposal of them, has made an offer to the Public Works Department to trade these belt type units on an even basis for two near new condition two cubic yard bucket type rubber tired diesel powered front encl loaders furnished with new machine rarrantfes. Such units are needed summer and winter by the Public Works Department, would cost approximately $38,000 new, and would have a present value in the vicinity of $25,000 to $27,000. The Purchasing Committee, after due consideration of the value of equipment to be released for and to be obtained from such e proposal , finds it to be in the best interests to make this exchange involving no money, and hereby concurs and . recamends to the Council that authorization be granted to the Purchasing Agent and other proper city officers to effect the proposed transaction. RFP:ma .Gn- Comm oner of Publ o ks Comptroller . . ' urchasing Agent ` Mayor
