WHEREAS, the Department of Public Works will begin construction of the Arlington/Pascal
RSVP project area in 2005. Due to the location (near the State Fairgrounds) and size of
the project, construction will take place over two (2) years and be completed in 2006,
and
Wf�IEREAS, the Department of Public Works proposes to add the next scheduled RSVP project
area (Baker/Bellows) to the 2005 program. This project also covers a large area and will
take two (2) years to complete, and
WHEREAS, in order to be able to award both large RSVP contracts (Arlington/Pascal and
Baker/Bellows) in 2005, Public Works is requesting authorization to use succeeding years'
RSVP capital improvement budget, and
WHEREAS, Section 57.10 of the City Administrative Code allows for succeeding years'
capital improvement budget to be authorized £or use on projects that will take more than
one (1) year to complete, so
THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation
of the Mayor and advice of the Long Range Capital Improvement Budget Committee to
authorize use of succeeding years' RSVP capital improvement budget in order to award
contracts for the Arlington/Pascal and Baker/Bellows RSVP projects in 2005, and that will
be completed in 2006, as heretofore adopted and amended by this Council.
