WHEREAS, the Council is disturbed by an increase in the
amount of hard-core pornography being sold in Saint Paulf
and
' WHEREAS, the Council is equally concerned with protecting �
the right of every citizen to free speech and the free exchange
of ideas; and �
WF�REAS, the control of pornography can be achieved without
interfering with free speech by observance of constitutional
safeguards as interpreted and applied by the United States
Supreme Court and other courtsf and
WHEREAS, the� Commissioner of Public Safety, the Saint Paul
Police Department, and the Office of the Corporation Counsel
are currently conducting increased efforts to control pornography
� through due process of law; now, therefore be it
RESOLVED, That the Council expresses its support of strict - �
enforcement of the law against pornography and directs the
Corporation Counsel to conduct a study and report to this
� Council as to the improvements, ', if any, necessary in such laws
� to render them more effective; and be it

� m FURTHER RESOLVED, That the Council concurs in the policy of
- � the aforementioned officials to scrupulously avoid any attempt
a a to` suppress books which are entitled to constitutional protection
¢ � as having social i.mportance in connection with the free interchange
� of ideas.
