WHEREAS, Pursuant to resolution, C. F. 235238, approved October 3, 1967, a public hearing was duly held on Thursday, October 19, 1967, before the Council of the City of Saint Paul, said hearing pertaining to the condition of the structure located � at 535 Fuller Avenue, Saint Paul, Min.nesota; and Wf�REAS, Upon the facts presented_ at the said h.eaxing_ - � consisting of photog-raphs;�inspection reports and the recommenda- tion of, the City Architect, it is found and determined by the City Council that according to the records and files in the office of the Register of Deeds, ,,.the last record owners of the above-described property are Hyman S. Sigal and Goldie Sigal, that Twin City Federal Savings and Loan Association is the mortgagee, and that there are no other lien holders of record; � that it is further determined that the above-described building constitutes a hazardous building' within the definition of Minnesota Statutes Section 463. 15 for the following reasons: a. The exterior� condition of the building is as follows: the front and rear porch supports are badly rotted, the exterior mairi porch in the building is covered with asbestos re-siding material which is broken and missing in several pl'aces:,' the wood shingled roof has been covered with roll roofing material which has blown off and hanging on the main porti'on of the roo-f, chimney bricks are loose and in a dangerous condition due to the mortar eroding from � between the bricks , the fou.ndation limestone construction and some of the stones are loose due to the mortar eroding� from the joints , the exterior trim,._,c-orni.c:e-, =window-si�lls ,��and' �� �' "- �`�''" " ' �- • � R • - � posts supporting the porch ,roof have all been deteriorated, and most of the windows have been, broken and are open;t • � '- �� • -�- ` � • c.� The interior� of the building is , littered with combustibl� material; d. The building� is un.fit for human habitation in its present' condition and the above corrections must be made to comply with the �Building and the Hous�ing Codes of the City of Saint Paul; ( . ; � e. The building appears to be beyond � reasonable repair; 1 f. The building constitutes a nuisance - and a hazard to the public health, safety and welfare because of its physical damage, dilapida- tion and inadequate mainienance; now, therefore, be it RESOLVED, That in accordance with Minnesota Statutes Sections 463. 15 through 463. 26, 'and based. upon the foregoing findings of the City Council, the Council of the City of Saint Paul does hereby make the following Order: � i � . r �� � , . �1;C{:b": �. � ' ������rCl� � ,• I ' Page 3. ORDER � l. The own.ers of the above-described building shall make the same safe and not detrimental to the public health, safety and welfare by having the said building razed and the materials therefrom removed from the premises within. thirty (30) days from the date of the service of this Order or, in the alternative, ,' begin to correct the hazardous conditions within the said thirty (30) days by doing the following:: � a. Remove all paper and other combustible , materials from the building and securely close and � keep closed all doors , windows or other openings in � the building; • � -„�--_�,�.- � b. If the building is to be used for human habitation, all of the above defective conditions ��'"� inus't be corrected and the' wiring, plumbing and , - heating systems brought up to comply with the requirements of the Saint Paul Housing and Building Codes and that the own.ers submit a list of intended corrections regarding the structural condition of the building, electrical ���and heating systems, together with a schedule "for the completion of the ., rehabilitation program an:d that the owners apply ' for the ri.ecessary permi.t :�in the office of the City �' Architect within the thirty (30) days imposed herein. - - 1 � , �- ..- -,_ 2. Byrne, Mayor a and � / Members of.the City Council , ' Re: File No. 1908--535 Fuller 5treet Gentlemen: � , The property at 535 Fuller Street is cla.ssified as a single family dwelling of frame construction, two stories in height, approximately 22 ft. wide, 50 ft, long and, 22 ft, in heig'ht. The property has been vacant for some time, and this department was unable to have the record owners of the property secure,,the building. It was�therefore necessary that we request the City Council to ,,allow the Public Works Department to secure the pr�perty. This was done on August 3, 1967. � Inspection of the exterior of the building indicates that the front and rear porch supports are badly rotted. The exterior of the main portion of the building is covered with an asbestos �re-siding material which is broken and �missing in several places with quite a large area having been removed on the rear sid,e and side porch. � ; The wood, s�hingled roof has been covered with roll roofing material which has blown off except for large pieces which are still hanging on tlze main portion of the roof. On a one-story attachment to the rear of the builcling, there are sections of t'he roofing completely missing. The c�himney bricks are loose and in a dangerous conclition d,ue to the mortar eroding from between the bricks. The foundation is of limestone construction and some of the stones are loose due to t1�.e mortar having eroded from the joints. T`he exterior trirn, cornice, window sills, and posts supporting the porch roof have all been , deteriorated due to rotting. Most of the windows have been smas'hed by vandals with the sash broken in many cases. ' If it is the opinion of the own.ers of this property that it can be rehabilitated,, it will be necessary that they submit the list of corrections which they propose regarding the structural condition of the builcling, as i � � 1 . .
