WHEREAS, � Pursuant to resolution, C. F. 235242, approved �
October 3, 1g67, � a public hearing� was duly held on Tuesday,
October 24, 1967, before the Coun.cil of the City of Saint Paul,
said hearing pertaining to the condition of the structures
located in the rear of 441-44g Iglehart Avenue, Saint Paul,
Minnesota; and '

J WHEREAS, Upon the facts„pres.ented at the said hearing
consisting of photographs, inspection reports and the recommenda-
tion of the City Architect, it is found and determined by the
City Council that according to the records and files in the
office of the Register of Deeds, the last record owner of the
above-described property is� Hyman S. Sigal, that Twin City �'
Federal Savings and Loan Association is the mortgagee, and
that there are no other, lien holders of record; that it is
further d,etermined that the above-described hazardous building
constitutes a hazardous building within the definition of
Minnesota Statutes Section 463. 15 for the following reasona:

a. The two room house, barn and
- attached sheds are standing vacant, open and
in an advanced state of dilapidation and are
in danger of immediate collapse;
b. The cornice i�s rotted, the roof
board is rotted, the building roofing is
- missing, the doors are pulled off from the
hinges, the siding is rotted, the door posts
are rotted, ceiling joistsiand ceiling boards
are rotted, and the stairway��..to the second
floor contains loose treads and is in danger-
ous condition; ' ' ,

c. The two room house, barn and
attached sheds are structurally unsound, the .
buildings in the above condition are beyond
reasonable repair; '
d. The buildings constitute a nuisance
and a hazard t.o the public health, safety and
welfare because of their physical damage,
dilapidation and inadequate maintenance;
n.ow, therefore, be it �

RESOLVED, That in accordance with Minnesota Statutes
Sections 463. 15 through 463. 26 and based upon the foregoing
findings of the City Council, the Council does hereby make
the following Order:
ORDER '
l. The owners of the above-described two room house,
barn and attached sheds shall make �the same safe and not
detrimental to the public health, safety an.d welfare by having
the same razed and the materials tYierefrom removed,.from the -
, premises within twenty (20) days from the date o� the service
of this Order. �

2. Unless such correda.ve action is taken to comply
with this Order or an answer served upon the City of Saint
Paul and filed in the office of the Clerk of the District
Court of Ramsey Coun.ty, Minnesota, within twenty (20) days
from the date of the service of this Order, a Motion for
Summary Enforcement of this Order to raze and remove the
� said two room house, barn and sheds shall be made to the
Ramsey County District Court.
3. In the event that the buildings are to be razed
by the City of Saint Paul pursuant to judgment of the District
Court, all personal property or fixtures which may unreasonably
interfere with the razing and removal of these buildings shall
be removed within ten (10) days from the entry of judgment; and
if not so removed, the City of Saint Paul shall remove and
dispose of such personal property and fixtures as provided by
law. ,
4. If the City of Saint Paul is compelled to take any
_ corrective_'action herein, all necessary costs expended by the

and collected as other taxes; and be it
FURTHER RESOLVED, That a certified copy of this resolu—

The Building Department is hereby submitting its report on
the building at the rear of 441 Iglehart�. The structure consists of
a two-room house and barn with several attached s�heds. Overall
dimensions are 56 ft, length, 32, 6 ft. �wid,th and 20 ft, high.
The owner of record is Hyman S. Sigal, and the legal descrip-
tion is Lots 28, 29 and 30, Mackubin and Marshall's Addition to
5aint Paul. �
The structures described above are all vacant, stand,ing open
and in an advanced state of dilapidation, particularly some of the
shed additions, which are in danger of� �mmediate collapse.

If it is the opinion of the owner of this property that it can be
rehabilitated, it wi11 be necessary that they submit t�he list of
corrections which they propose regarding the structural condition
of the building, as well as a schedule for the completion of the
rehabilitation program and an application for the proper perrnits.

If the aforementioned schedule is not submitted, it is the
conclusion of the bureau that by reason of dilapidation and. abandonment,
the above structures constitute a hazard to public health, safety and
welfare. It is the further recommendation of the City Architect that

City Attorney's office for submission of this condemnation to the
