OFFICE OF THE CITY CLERK — %� C CI RE�OLUTION—GENERAL FORM PRESENTED BY � COMMISSIONE DATF WHEREAS Tit1e VII of the Housing Act of 1961, as amended, pro- vides for the making of grants by the Secretary of Housing and Urban Development to Sta�es and local public bodies to assist them in the acquisition and developarent of permanent interests in land for open- space uses where such assistance is needed for carrying out a unified or officially coordinated program for the provision and development _ of open-space land as part of the comprehensively pla.nned development of the urban area; and . WHEREAS the City of St. Paul (herein sometimes referred to as "Applicant") desires to acquire, in fee simple, title to certain land known as Frost Lake Recreation Area, which land is to be held and used for permanent open-space land for recreation purposes; and WHEREAS Title VI of the Civil Rights Act of 1964, and the regu- lations of the Department of Housing and Urban Development effectua- � ting that Title, provide that no person shall be discriminated �gainst because of race, color, or national origin in the use of the land ac- ' quired and/or developed; and . - WHEREAS it is recognized that the contract for Federal grant will impose certain obligations, and responsibilities upon the Appli- cant and will require among o�her things (1) assurances that families and individuals displaced as a result of the open-space land project are offered decent, safe, and sanitary housing, (2) compliance with � Federal labor standards, and (3) compliance with Federal requirements � relating �o equal employment opportunity; and � � a � WHEREAS it is estiarated that the cost of acquiring said i.nterest > o will be #48,750.00; O � � " NOW THEREFORE BE IT EESOLVED by the City Council of the City of Q � St. Paul: . � � _ l.
