WHEREAS, November 1, �.967 has been established by the
Commissioner of Ad.ministration, State of Minnesota, as the
deadline for members of the Public Employees Retirement
Association to make a choice o� remaining under the public
employees retirement association pension program or to coordi-
nate such pension plan with federal Social Security under an
election presently being conducted under the supervision of
the Commissioner of Administration; and
WHEREAS, although PERA members will have two more oppor-
tun.ities to make such a decision, in both 1968 and �969, it
appears that it may be financially bene�icial, and desirable
for certain employees to make such a decision this year; and
WHEREAS� it has come to the attention of the Council of
the City of Saint Paul that a number of City employees faced
with the aforementioned choice in the election which is to
be concluded at the end of this month have occasioned diffi-
culty in getting in�ormation upon which to make such election
choice and would be benefited if the said deadline for making
such election choice could be deferred for an additional
thirty days;

Gentlemen: �
It has come to my attention that City employees must elect to stay in
PERA or coordinate with Social Security by November lst of this year.
Although we will have two more opportunities to make this decision, in
1968 and 1969, some employees may find it beneficial to make a decision
this year.
The coordinated plan is extremely complicated, and for this reason, many
, of our employees,do not yet understand it. Every effort has been made
to help our employees understand this plan, but because of its compli-
cated nature, and the fact that both prior PERA and Social Security in-
formation is needed, I feel the ninety days notice given by the State
Commissioner of Administration is insufficient. '
I am therefore asking the Council to pass a resolution, to be forwarded
to the State Commissioner of Administration, asking for a thirty day
extension of the November lst deadline for this year. `

Dear Mr. Marshall:
This letter wi7.1 confirm your telephone conversation of today with Harry Gro-
schel, Director, Social Security Retirement Division, Department of Adminis-
tration, relative to the City Council Resolution requesting the Commissioner
of Administration to provide a thirty-day extension of the Nove�ber lst �'ERA-
Social Security Referendum.
As you �aere advised during the above conversation, the request must be denied
for t��o reasons. Fizst, the possibility of legal complications, .and second,
resulting administrative problems. As provided by Federal law, there must be
not less than a 90 day notice of such referendum. This provision was complied
with. To change the date of the referendum at this late date would give rise
to the question of whether this is the same referendum notice or whether it
represents a new referendum notice. The law provides for only a referendum
with "second chance" opportunities for individual transfers thereafter during a
two year period.
To grant the extension. requested by the City Council would create admin.istxative
problems in� this office, and seriously jeopardize the retroactive coverage
period fo� those who elect coverage in this referendum. If the referendum were
held as of December 1, it is doubtful if the necessary administrative actions
- could be completed by this office before December 31, 1967, which is the date
that the AgXeement must be entered into with the Secretary of Health, Education
and Welfare if coverage is to be retroactive to January 1, 1963. If the Agree-
ment is entered into after Dece�ber 31, 1967, the retroactive coverage could not
be earlier than January 1, 1964.
Therefore, Ifor the reasons cited above and further explained to you by Mr. Gro- _
schel in your telephone conversation, your request mnst be denied. � -
