As ' you are aware, personnel of the Civil Service Bureau, in the process of reviewing payrolls , redlined the payroll on which the name of Mr. William 0. j�hite appeared, which action resulted in personnel of the Comptroller' s Office holding up a check to which Mr. White would have been entitled in the absence of such action. This action by the Civil Service Bureau occurred because of the fact that the report transmitted by the Human and Civil Rights Office to Civil Service indicated�that had Mr. White been issued the aforesaid check, he would be getting credit for 2 %2 days ' vacation pay beyond that which he would be entitled to un.der Civil Service Rules for the current year. The Comptroller' s Office presently has in its possession a check no. 088g67 in the amount of �186. 10. Based upon the�� foregoinglinformation, Mr. White was informed by personnel of the Comptroller' s Office that if he were to give them a check in the amount of �93. 05 representing what appeared to be an overpayment on the aforementioned check representative of 2 1/2 days ' pay 'that the Comptroller' s Office would then release the aforementioned check to him. ' � At� the Council ' s direction, a representative of the Corporation Counsel ' s Office and a representative of the Civil Service Bureau, together with a representative of the Office of the City� Comptroller, � reviewed the payroll register for 1966 . and 1967 . Review of these records indicates that `�!'ere -, Mr. White authorized to carry over vacation from 1966 into the current year that the records Wi.11 support a payment to Mr. White of 2 1/2 days ' vacation or an amount equivilent to �93• �5• I � 1 a�e ( i i . . ,, ,. To the Honorable Mayor and Members of the Council of the City of Saint Paul —2— October 26, 1967 Assuming, as indicated by your honorable body, that it would be inclined to authorize such carry over and direct•- release of the check presently being held by the Comptroller' s Office, I have prepared a proposed resolution for consideration by the Coun.cil which would accomplish such objective, and I submit the same herewith for your consideration. I should like to call your attention in conclusion to the fact that neither • the Civil Service Bureau nor the Comptroller' s Office, on the basis oflthe report submitted to the Civil Service Bureau from the Office of the Human and Civil Rights Commission, had any � information with respect to the possible carry over of vacation; and their action, therefore, was predicated solely upon the report submitted to them from the Office of the Human and Civil Rights Commission.
