Honorable Thomas R. Byrne, Mayor
and Members of the St. Paul City Council

Gentlemen:
On Apri 26 1967 the City Council conducted a public hearing on a
proposal to rohibit parking on both sides of Maryland Ave. over a two
mile 'portion between Abell St. and Barclay St. The proposal .was opposed
by several b sinessmen along the _street, and the Council referred the
matte'r back o the Traffic Committee for further study.
k
After co siderable, additional study and discussion, the Traffic
Committee recPmmended that the partial , existing rush hour regulations
be expanded t include both sides of the street from 7:00 A.M. to 9:00
A.M. and 4:OOto 6;00 P.M. over the same limits. Basically, the exist-
ing regulatio s provide for a morning rush hour parking regulation on
the north sid and an evening regulation on the south side.

The Traf ic Bureau feels that the full time restrictions are ex-
tremely desirable but also recognizes an extension of rush hour regula-
tions is better than no change.
4
The Traff c Committee and the businessmen on the street both recog-
nize that neit er the expanded rush hour regulations or permanent parking
regulations wo ld completely solve the accident and traffic congestion
problems occuring along Maryland or throughout the east-west traffic
