05-311Council File # D� " 3) Green Sheet # ��� �o- ON , MI Presented Support�ng Funding to Provide a Quality Education for the Community of St Paul /s 1 WF�REAS, education is the cornerstone of a successfui community and vital to its economic competifiveness 2 through its ability to provide an educated workforce; and 3 WHEREAS, a strong education system is the cornerstone of democracy and vital to the quality of life in Saint Paul; 4 and 5 Wf�REAS, a report from the Federal Reserve Bank of Minneapolis (Government's Role in Early Childhood 6 Development, September 2003) found a high rate of return for doliars invested in eazly childhood development 7 through higher lifetime earnings, higher tas revenues, and lower government transfer payxnents; and 8 WIiEREAS, the Saint Paul Public School District faces a shortfall of about $24 million for the 2005 - 2006 school 9 year, and the Governor's proposal to increase school funding is woefully inadequate as it provides only an additional 10 $5 million more to St. Paul leaving a remaining gap of nearly $19 million; and 11 WHEREAS, the Saint Paul Public Schools have a high burden placed on them to serve underprivileged children 12 and children with special needs, as well as many children from very diverse economic, social and racial 13 backgrounds, which may require resources beyond the bounds of traditional educafion; and 14 WI3EREAS, education is one of the most valuable assets of oar community, yet we fail to adequately reward those 15 who choose one of the most important occupations in our society; and 16 WHEREA5, the State should meet its obligation and the promise it made when it passed property tax reforms in 17 2001 to adequately funding educafion; now, therefore be it 18 RESOLVED, that the City of Saint Paul supports funding for programs like Eazly Childhood Family Education and 19 Headstart; and be it 20 RESOLVED, that the City of Saint Paul supports specia] funding and targeted revenue streams to meet the various, 21 and somefimes unique, needs of students in Saint Paul; and be it 22 FURTHER RESOLVED, that the City of Saint Paul supports an increase in the general education formula that will 23 close the gap between revenues and expenditures in Saint Paul; and be it 24 FINALLY RESOLVED, that we support raising state taxes, if necessary, to meet our obligation to provide a 25 world-class educaflon for our community.
