Gentlemen:
With reference to the grading and surfacing of Hawthorne Avenue from
Abell Street east to the cul-de-sac, I find that the order came be-
fore the Council on the petition of all of the property owners on the
south side of this section of street, with the exception of Mr. Robin-
son. The final cost and the rate per foot are in line with the estim-
ates f'urnished at the hearing on the final order.

The assessment in the total sum of $1,977.03 recovmmended to be levied
against Mr. IRobinson is due entirely to the substantial f`ronta.ge which
he owns on both sides of the street. The f`rontages owned by Mr. Robin-
son and charged for are as follows:

Mr. Robinson's property extends east to Jackson Street on the south side
and lies six to ei�ht feet below Jackson Street. On the north side his
property extends to within twenty-si.x feet of Jackson Street, lies twelve
to fiFteen feet below the grade of Jackson Street, and is improved with '
Mr. Robinson's dwelling on the lower level. The grade o� Hawthorne Ave-
nue as constructed follows very closely the grade of Mr. Robinson's pro-
perty, and the construction of the cul-de-sac has provided access to his
properties on both sides of the street, which access would be extremely �
difficult f`r�am the Jackson Street side.

Properties abutting Hawthorne on the� north side are zoned for industrial
purposes, while the south side is zoned for "B" residential purposes, with
the exception of the portion abutting Jackson Street to a depth of 100
� feet; which is zoned for light industrial purposes. This development con-
sists of four residences located on the south side of Hawthorne at the west
end of the i�rprovement, and Mr. Robinson's residence on the north side of
Ii�awthorne at� the east end of the imrprovement.

Inasmuch as it is evident f�om the above tabulation that substantial a1-
lowarices as to f�ontage charged have already been made, and the final

ass�essmentjrate, which includes bitiuninous rolled curbing, is not excessive,
I recommend that the proposed assessment be ratified as extended. In order
to �reduce the burden I would f�irther recommend that the assessment be made
payable in ten installments.
