The basis for the recommendation is as follows: You allowed the Taxicab Vehicle License and Automobile Liability Insurance to expire on October 31, 2004 for Cab #53. Also, the color scheme of the vehicle is not in compliance with the license. You allowed the Taxicab Vehicle License and Automobile LiabiliTy Insurance to expire on October 31, 2004 for Cab #144. Also, the color scheme of the vehicle is not in compliance with the license. You allowed theTaxicab Vehicle License and Automobile Liability Insurance to expire on October 31, 2004 for Cab #145. Also, the color scheme of the vehicle is not in compliance with the license. This is a violation of St. Paul Legislative Code Section 376.14 (b) which states "whenever any person firm, copartnership or corporation holding one (1) or more licenses for public vehicles for hire shall for a period of thirty (30) days consecutively, fail to make a reasonable and consistent effort to operate such vehicles, except on account of an emergency over with the licensee has no control, the City Council, upon hearing after five (5) days notice to the owner or operator, shall revoke all licenses coverin; such vehicles". At this time you have three options on how to proceed: 1. If you do not dispute the above facts please send me a letter �vith a statement to that effect no later than Thursday, December 23, 2004. The matter will then be scheduled for a hearing before the St. Paul City Council to determine what penalty, if any, to impose. You will have an opportunity to appear and speak on your own behalf, or to have someone appear there for you. The recommendation from the licensing office is for the revocation of your license until the required license and insurance information has been submitted and approved by the licensing office. 2. On the other hand, if you wish to dispute the abo��e facts, I will schedule an evidentiary hearing before an Administrative Law Judge (ALJ). If you wish to have such a hearing, please send me a letter no later than Thursday, December 23, 2004, stating that you are contesting the facts. You will then be sent a"Notice of Hearing," so you will lmow when and where to appear, and what the basis for the hearing will be. 3. If you no longer wish to operate Cabs #53, #144 R#145, you may send a written statement to that effect to Reid Soley in the Office of License, Inspections and Environmental Protection, Room 300 Lowry Professional Building, 350 Saint Peter Sheet, Saint Paul, Minnesota, 55102 no later than Thursday, December 23, 2004.
