WHEREAS, A petition has been filed by the Great Northern
, Railway Company under and pursuant to Section 13A (1) of the
Interstate Commerce Act, for authority to discontinue operation
of its passenger train No. 11, the Red River, operating daily
via its St. Cloud line between Saint Paul, Minnesota, and Fargo,
North Dakota, and its train No. 14, the Red River, opera'ting
daily via its Willmar line between Fargo, North Dakota, and •
Saint Paul, Minnesota; and
WHEREAS, Train No. 11 now gives daily service between
Saint Paul, Minnesota, and Fargo, North Dakota, through
intermediate points Minneapolis, St: Cloud, Sauk Centre,
Alexandria, Fergus Falls, Barnesville, Baker, Sabin and
= Moorhead, Minnesota; and train No. 14 provides daily service
between Fargo, North Dakota, and Saint Paul, Minnesata, through
, intermediate points Moorhead, Minnesota, Wahpeton, North Dakota,
Brecl�:enridge, Morris, Benson, Willmar, Litchfield, Wayzata and
Minneapolis, Minnesota; and
• W�REAS, The City Council of the City of Saint Paul has
been and is seriously concerned about the continuing curtail-
ment of the City' s passenger train service and believes that
there should be maintained as adequate and complete railroad
train service serving the City as is possible and feasible; and
WHEREAS, There is no substitute for adequate railroad passenger
service for older people and others who prefer train travel, for
those who wish to travel i:n severe winter weather conditions, for
students traveling to and from collegea in the area served, for
those utilizing egpresa service provided by the trains, and for
those who wish to come to the Twin Cities to enjoy the major
league sports and cultural attractions, and that the City Council
believes that utilization of these trains for this purpo_se woul�d' •
be greatly enhanced if the railroad were to seriously exploit
�
the advantages offered by these trains and induce greater patronage;

l . That it protests and opposes the proposed elimination of
the Great' Northern Railway Company trains Nos. 11 and 14 and
, believes that it is vital to the public convenience and necessity
�- that such trains be continued and that such proposed discontinuance
, would impair the accessibility and social growth of this City and
' of the Metropolitan Area and that the continuance anci operation of
these trains would not un.duly burden interstate commerce;
2. That it respectfully requests that the Interstate
Commerce Commission enter an order instituting an investigation
, in relation to these� proposed discontinuances and assigning
them for hearing, said hearings to be helci at Saint Paul,
Min.nesota;
' 3. �That the Corporat.ion Counsel, or someone designated by
him, is directed to appear at such hearings and intervene in
opposition to such discontinuance and present witnesses and
evidence,� including this resolution in support of said opposition
and to take such f�xrther action in the interest of the City as� he

Public May Present Case at Hearings Beginning November 27
WASHINGTON--(Oct. 13th)--Congressman Odin Langen (7th Dist. , Minn.) today noted that
the Interstate Commerce Commission has now set dates for hearings on proposed discontinuance
of Great Northern Trains 11 and 14 (Red River) and change of service on Train 28 (Western
Star) between St. Paul and Fargo.
The first hearing will be held November 27th at tha U. S. Court House in Minneapolis.
Subsequent hearings are scheduled as follows:
November 29th - Civic Building, St. Cloud; '
November 30th - City Hall, Sauk Centre;
December lst - City Hall, Fergus Falls;
December 4th - Town House Motor Iiotel, Fargo;
December SCh - Municipal Liquor Store, Morris;
December 6th - Court House, Willmar.
"The many protests already registered have generated this action," said Langen. "The
public is disturbed, and I am pleased that they will now have opportunity to appear and
present evidence to establish the need for continuation of these services." The
Minnesota Congressman has protested consistently to the Commission, as well as the Post

I am enclosing a copy of a report which I received
from Mr. B. E. Stillwell of the Interstate Commerce
Commission regarding the proposal.
Mr. Stillwell reports that the I.C.C. instituted
an investigation of the railroad' s proposal and is
requiring continuance of the trains until after a
decision has been reached in the case. You may be
assured that I will continue to follow closely the
action taken on this matter.
