RESOLVED� IIpon the pertinent appeal, under the 2oning Code,
by the Minnesota Educational Association, owner of the sub�ect
real estate situate in the City of Saint Paul� located on the
east side of Capitol Boulevard between Charles Avenue and
Sherburne Avenue� more particularly described as Lot 1 and Lot

under said �oning Code, that the provisions of said Zoning Code
hereby are determined and varied in their application to said
real estate, as and to the extent necessary therefor, and that

hereinabove described real estate to all of the same; subject to
the condition that said appellant-applicant� and its successors

Dear Sir: -
This is written in response to the application of Minnesota Educational
Association (M.E.A.) for appeals regarding various sections of the Zoning
Code. The property in question is on the northwest corner of Sherburne
and Cedar Streets and is described as Lots 3, 4, 5, Block 5, Dawson and
Smith's Fhlargement, and the west 110 feet, Lot 2; and the west 50 feet,
Lot 1, Block 5, Brewster's Addition. The proposed use of this property is
an addition to the existing M.E.A'. building and a parking lot. In parti-
cular, three appeals are involved.
1) Extend Co�ercial use to the west, over Lots 1 � 2, Brewster's
Addition and part of vacated Sherburne Street so that an addition
to their existing building may be constructed. �
2) Permit the use of three lots to the north, Lots 3, 4, 5, Block 5,
' Dawson � Smith Enlargement which are zoned "'C" Residence, for off-
street parking. •
3) Relax to zero {0) feet the eight- (8) foot buffer requirement for
- - �parking lots adjacent to "C" Residence zoned land and relax to
zero (0) feet the six (6) foot setback requirement frora Cedar
Street.
This matter was considered at the July 20, 1967 Board of Zoning meeting.
The follawing were the findings of the Board relating to the three
. appeals: 1) The extension of the Commercial use would not have a detri-
mental effect on the adjoining properties; 2) The enlargement of the .
parking lot into "C" Residence property is reasonable as a large portion
of the block is now used for off-street parking; 3) The relaxation of
the eight foot buffer would be reasonable since there are parking lots on
the adjoining properties. However, the setback from Cedar Street ahould
. . be mai.ntai.ned since Cedar Street has a narrow right-of-way and existing
structures and parking lots now observe this setback.
Therefore, the Board recommends approval of all parts of the appeal except
� the request to relax the six foot setback from Cedar Street.�

The Minnesota Education Association has been planning for an enlargement
of its headquarters building for the last few years. The required additional
property has been purchased and the architect has been engaged.
