Section 1. That pursuant to and in accordance with the provisions , terms and conditions of tY�is ordinan�ce and of � Minnesota Statutes 1g61, Chapter 458 , as�yamended, authority is hereby granted to the Port Authority of the City of Saint Paul to issue and sell its bonds as authorized by Section 458.193 , Subdivision 1 of said Chapter 458, in addition to its General Improvement Bonds , Series A to F, inclusive , heretofore issued and sold under authority of Or.dinances No. 11913, No. 12�66 , No. 12287 and No. 13223; and that said bonds are authorized to be issued and sold in the aggregate principal amount of $4 ,500 ,000, for the purpose of securing funds as needed by the Port Authority, in said aggregate amount, in anticipation of the �receipt by the Port Authority of payments , appropriations , r - . -2- . � � � ; . . . � . . ' � . . . ;; . • a • • , S " • 1 • rents and profits and of income from other sources , to . defray the cost and expense necessarily incurred and to be incurred in the near future for its program of port , harbor, industrial and recreational development , generally described as follows : ' ;(1) The acquisition of waterfront , riparian .and other lands and the construction of docks , wharves , piers , dikes and other related port facilities , both in con,junction with the Federal government and separately; ~ (2) The acquisition, development and redevelopment of lands for the purpose of establishing a system � • of harbor and r�,ver improvements and industrial � developments within the port district , and within the industrial development district heretofore created therein for that purposeo _. � . --- ( 3) The provision of recreational lands and �'' facilities along the river; and N (4) Incidental to the foregoing, and in addition � ;� to the dike heretofore constructed in con,junction � with the Federal government : dredging and fillin�, grading and reclaiming marginal land for port and industrial purposes ; the development of port and � industrial areas; and the construction of storm � and sanitary sewage disposal facilities , water distribution systems for drinking and other pur- • poses , streets, trackage, surfacing and other land improvements , and •other utility installations = in those areas . Section 2 . The estimated cost of the additional improvements in the Red Rock Industrial District is $3, 692, 000. The development of the Pickerel Lake Industrial District, including the acquisition of land, is estimated at $808, 000 based on minimal development. The total cost of these two phases of port, harbor and industrial ; development is $4, 500, 000. There is enclosed copy of a report analyzing the plan for development of approximately 25 acres of land in the Pickerel Lake area. This is presented in support of our requ:e`s,t for additional bonding authority to give proper continuity to the Industrial Development District Program. This report has been prepared by Francis D. , Hagen, Sr. , a registered professional Engineer, who is in the employ of the Port Authority of the City of Saint Paul. The Port Authority will use the land rentals not required for the payment of security of its outstanding revenue bonds received from the Red Rock Industrial District and proposed Pickerel Lake Development area towards re- tirement of this issue of general obligation.bonds and will not use these excess land rentals for any other purpose until the general obligation bonds have been retired. The Port Authority is aware of the public demand for the development and improvement of recreational areas abutting the Mississippi River. Army Corps of Engineers will not permit the Port Authority to utilize the shore line of the Pickerel Lake Industrial District area for the loading or unloading or the fleeting of barges. Because of this restriction, the present plan for develop- ment of the Pickerel Lake Industrial District will not include dock wall facilities. A buffer strip of trees and shrubs between the Mississippi River and the Industrial facilities, to be constructed on this sit.e, will be maintained so as to improve the aesthetics of the waterfront in��iis area.
