1g67, a public hearing was duly held on 2`uesday, September 12, 1g67,
be�ore the Council of the City of Sairit Paul, said hearing pertainin� to
the condition of the structure located at 273 Kent Street, Saint Paul,
• Minnesota; and
w�:RFQ�, Upon the faets presented at the said hearing consisting of
photographs, inspection reports and the reco�endation of the City � ,
Architect, it is found and determined by the City Council that according
to the records and files in the office of the Register of Deeds, the last
record owners are Raymond Williams and Cecilia �Pilliams; that Northern
Federal Savings and Loan Association. is the mortgagee and purchaser at
mortgage forecloaure sale; and that there are no other lien holders of
record; that it 'is further deterrn.iuzed that the above-described building
constitutes a hazardous building withi.n the definition of Minnesota
Statutes Section �+63.15for the folloaring reasons:
a. The building is standing vacant and is
subject to being entered by unauthorized persons;
. s � b. The builcli.ng has been seriously damaged
by fire, and the exterior of the building is in the
follovv-i.ng conditions; the foundation stones are loose

following condition: the basement window frames

iorated and falling out, some of the chimney
bricks are missing, wood posts supportin$ the
main beam show evidence of rot; areas of the ' �
foundation are crumbling, and there is an opening ,
� of the plumbing vent allowing sewer gas to enter
the building, and an opening for rodents to enter
, the building from the sewer system; the first
' floor front door has been broken and is falling
off, the kitchen sink trap is missing, the bath- �
� room tub and lavatory are torn from the wa11,
there are cracks in the plaster and the.. plaster
is falling, the roof leaks, the rear stairway has
plaster falling from the walls, and the whole '
� interior of the buildz.ng has been extenaively
damaged by fire; ,

RESOLVED, That i.n accordance with Minnesota Statutes Sections �F63.15
, . ' through 1F63.26, and based upon the foregoing findings of the City Council
of the City of Saint Paul, the City Council does hereby make the following
Order: �
� ' ORDER . .
l. The owners of the above-described building sha11 make the same
safe and not detrimental to the public health, safety and welfare by having
� the said building razed and the materials therefrom removed from the
� premises within twenty (20) days from the date of the service of this
Order or, in the alternative, begin to correct the hazardous conditions
within twenty (20) days from the date of the service of this Order and
, correct the hazardous conditions by doing the following:
: a. Remove a11 paper•and other combustible '
� ��materials from the building and securely close and
� keep closed all doors, windows or other openings in
' the building;
b. If the building is to be used for human
habitation, all of the above defective conditions must
� be corrected and the building corrected so as to
' comply with and meet the Saint Paul Housing Code and
, the Saint PaLtl Building Code requixements, and that
the owners submit a list of intended corrections
regaxding the structural condition of the building,
, electrical and heating system, together with a schedule _
, �� for the completion of the rehabilitation program and �
J� that the ownera apply for the necessary permits in the
" office of the City Architect within the twenty (20)
� days imposed herein.

2. Unless such corrective action is taken to comply with this
Order or an anawer served upon the City of Saint Paul a.nd filed i.n
the Office of the Clerk of the District Court of Ramsey County, Nlinnesota,
within twenty (20) days from the date of the service of this Order, a
Motion for S�ammary Eaforcement of this Order to raze and remove the said
building will be made to the Ramsey County 17istrict Court.
3. In the event that the building is to be razed by the City of
Saint Paul pursuant to judgment of the District Court, all personal
property or fixtures which may unreasonably interfere with the razing
and removal of this building sha11 be removed wit�i.n ten (10) days from
the entry of judgment; and if not so removed, the City of Saint Paul
shall remove and dispose of such personal property and fixtures as
provided by law.
�+. If the City of Sai.nt Pau1 is compelled to take ar�y corrective
action herein, a11 necessary costs expended by the�City will be assessed
•— against the above-described real estate and collected as other taxes; be' it
FORTHER RESOLVID, That a certified copy of this resolution and

` Gentlemen:
An inspection recently made of this property indicates that it
is classified as a fourplex of frame construction, two stories in height
with a full basement, approximately 40 ft, wide, 48 ft. long and 26 ft, in
height. The property is vacant and �has been seriously damaged by fire. '
The following items as specifically indicated are in poor condition or in
need of repair:
EXTERIOR
� The foundation stones are loose and falling out of the wall. The
mortar joints 'have deteriorated and are loosening the 's':tone. The cornice
wood trim is rotting. Most of the window glass is broken, as are part of the
window frames. The siding, wliich is asp'halt i.mitation s�hingle siding, had
deteriorated and in some areas has been pulled or broken off. Several areas
, at the front of the building where a porch �has been removed are only protected
• with plywood which has not been painted. The front steps are in a dilapidated
' condition. They 'have never been painted and plant life is growing out of some
of the areas. The window casings s�how evidence of rot and excessive
deterioration.
BASEMENT
The window frames are rotting, the chimney brick and the mortar
have deteriorated and the mortar is falling out. Some of the bricks on the
c'himney are already missing. The wood posts supporting the main beam
shows evidence of rotting. Several areas 'have the foundation crumbling. On
the 275 side, there is an opening of plumbing vent allowing sewer gas to
enter the building, and this also provides an opening for rodents to enter the
building from the sewer system.
: FIRST FLOOR--273 SIDE � �
� The rear hall �has large structural cracks in the wall. The �
front door has been broken��and is free from the �hinges and about to fall off. V!�

In the kitchen the sink trap is missing from the sink and another open vent
is visible to the sewer. In the bathroom the tub and lavatory have been torn
loose from the floor and wall. There are large structural cracks in t'he
plaster in the north bedroom wall, and other areas of plaster in that room
are loose and ready to fall. In the closet, the plaster �has already fallen from
the wall. In the front room, the plaster �has fallen from the wall and a door
' �has been smashed by vandals.
SECOND FLOOR--273 SIDE
The 273 side, which contains four rooms and a bath, �has a stairway
door which has been torn loose from the hinges. There is evidence that the
roof is leaking above the stair landing, and the rear sta�way 'has plaster which is
falling from the walls. In the kitchen the sink trap �has been removed, allowing
an opening to the sewer system. In t�he bathroom the plumbing �has been stripped
and removed from the building. In the north bedroom, a door �has been torn from
the hinges and on the dining room door the jamb has been split and is partly
missing. On the front stairway the �hand rail and the posts are damaged and loose
and in danger of falling.
FTR5T FLOOR--27�°,5IDE
� On the 275 side first floor, which contains four rooms and bath, the
bathroom fixtures have been stripped, leaving openings to the sewer. The
�..
kitchen plumbing system has also been stripped, and in the front room the door
'has been removed and the door jamb �has been split and is partially missing.
SECOND FLOOR--275 SIDE
T'his section contains four rooms and bath and there is evidence that
the roof is leaking above the stairway. The bathroom plumbing fixtures 'had
been stripped and removed and the roof is leaking in this area, also. The
kitchen door 'has been torn loose from the �hinges, the sink is missing and in t'he rear
stairway the hand rail and posts are loose and �hazardous. In the south bedroom -
there is evidence that the roof is leaking and the first-to-second floor �handrail
on the stairway is missing.
The fire �has done extensive structural damage to the 275 side and there 'has been
no attempt to clean up the debris from the fire.-

Therefore,if�it is the opinion of the owners of this property that it
can be rehabilitated, it will be necessary that they submit the list of corrections
whic'h t'hey propose regarding the structural condition of the building, as well
as the electrical, plumbing and 'heating systems, with a schedule for the
completion of the rehabilitation program, along with'the application for permits.

If the foregoing schedule is not submitted by the owners, it
is the conclusion of the Bureau of Public Buildings t'hat by reason of inadequate
maintenance, dilapidation, physical damage, unsanitary condition and
abandon�nent, the above structure constitutes a 'hazard to public �health,
safety and welfare. It is the further recommendation of t'he City Arc'hitect
that the Council concur in this conclusion and refer the matter to the City
Attorney's office for submission of this condemnation to the District Court.
