The building constitutes a nuisance and a ' hazard to the public health, safety and welfare because of its physical damage, dilapidation and inadequate . ma�ntenance; ' . no�v, therefore, be it RESOLVED, That i.n accordance with Minnesota Statutes Sections �F63.15 , . ' through 1F63.26, and based upon the foregoing findings of the City Council of the City of Saint Paul, the City Council does hereby make the following Order: � � ' ORDER . . l. The owners of the above-described building sha11 make the same safe and not detrimental to the public health, safety and welfare by having � the said building razed and the materials therefrom removed from the � premises within twenty (20) days from the date of the service of this Order or, in the alternative, begin to correct the hazardous conditions within twenty (20) days from the date of the service of this Order and , correct the hazardous conditions by doing the following: : a. Remove a11 paper•and other combustible ' � ��materials from the building and securely close and � keep closed all doors, windows or other openings in ' the building; b. In the event that the building is to be razed by the City of Saint Paul pursuant to judgment of the District Court, all personal property or fixtures which may unreasonably interfere with the razing and removal of this building sha11 be removed wit�i.n ten (10) days from the entry of judgment; and if not so removed, the City of Saint Paul shall remove and dispose of such personal property and fixtures as provided by law. �+. Byrne, Mayor and � Members of the City Council � Re: File No. 1896--273 Kent ` Gentlemen: An inspection recently made of this property indicates that it is classified as a fourplex of frame construction, two stories in height with a full basement, approximately 40 ft, wide, 48 ft. long and 26 ft, in height. The property is vacant and �has been seriously damaged by fire. ' The following items as specifically indicated are in poor condition or in need of repair: EXTERIOR � The foundation stones are loose and falling out of the wall. The mortar joints 'have deteriorated and are loosening the 's':tone. The cornice wood trim is rotting. Most of the window glass is broken, as are part of the window frames. The siding, wliich is asp'halt i.mitation s�hingle siding, had deteriorated and in some areas has been pulled or broken off. Several areas , at the front of the building where a porch �has been removed are only protected • with plywood which has not been painted. The front steps are in a dilapidated ' condition. They 'have never been painted and plant life is growing out of some of the areas. The window casings s�how evidence of rot and excessive deterioration. BASEMENT The window frames are rotting, the chimney brick and the mortar have deteriorated and the mortar is falling out. Some of the bricks on the c'himney are already missing. The wood posts supporting the main beam shows evidence of rotting. Several areas 'have the foundation crumbling. On the 275 side, there is an opening of plumbing vent allowing sewer gas to enter the building, and this also provides an opening for rodents to enter the building from the sewer system. : FIRST FLOOR--273 SIDE � � � The rear hall �has large structural cracks in the wall. The � front door has been broken��and is free from the �hinges and about to fall off. In the bathroom the tub and lavatory have been torn loose from the floor and wall. There are large structural cracks in t'he plaster in the north bedroom wall, and other areas of plaster in that room are loose and ready to fall. In the closet, the plaster �has already fallen from the wall. In the front room, the plaster �has fallen from the wall and a door ' �has been smashed by vandals. SECOND FLOOR--273 SIDE The 273 side, which contains four rooms and a bath, �has a stairway door which has been torn loose from the hinges. There is evidence that the roof is leaking above the stair landing, and the rear sta�way 'has plaster which is falling from the walls. In the kitchen the sink trap �has been removed, allowing an opening to the sewer system. In t�he bathroom the plumbing �has been stripped and removed from the building. In the north bedroom, a door �has been torn from the hinges and on the dining room door the jamb has been split and is partly missing. On the front stairway the �hand rail and the posts are damaged and loose and in danger of falling. FTR5T FLOOR--27�°,5IDE � On the 275 side first floor, which contains four rooms and bath, the bathroom fixtures have been stripped, leaving openings to the sewer. The �.. kitchen plumbing system has also been stripped, and in the front room the door 'has been removed and the door jamb �has been split and is partially missing. SECOND FLOOR--275 SIDE T'his section contains four rooms and bath and there is evidence that the roof is leaking above the stairway. The bathroom plumbing fixtures 'had been stripped and removed and the roof is leaking in this area, also. The kitchen door 'has been torn loose from the �hinges, the sink is missing and in t'he rear stairway the hand rail and posts are loose and �hazardous. In the south bedroom - there is evidence that the roof is leaking and the first-to-second floor �handrail on the stairway is missing. The fire �has done extensive structural damage to the 275 side and there 'has been no attempt to clean up the debris from the fire.- � r- -�-- �,. Therefore,if�it is the opinion of the owners of this property that it can be rehabilitated, it will be necessary that they submit the list of corrections whic'h t'hey propose regarding the structural condition of the building, as well as the electrical, plumbing and 'heating systems, with a schedule for the completion of the rehabilitation program, along with'the application for permits. .a - `e.- . , � � Hon.
