WHEREAS , the Junior Chamber of Commerce proposes to sponsor
, an arts promotion festival entitled "Left Bank Arts Festival"
, from September 21, 1967 , through September 24, 1967, on the
St. Paul Kellogg Mall; now, therefore, be it
� RESOLVED, that the Junior Chamber of Commerce is permitted
to use that portion of Kellogg Park bounded by travelled
Kellogg Boulevard, Wabasha Street, and Minnesota Street extended,
~ to conduct said art festival; to erect a power pole at the corner
of Cedar and Kellogg; to erect approximately thirty (30) 5' x 7'
pavilions to include popcorn and soft drink concession stand to
be operated by the Boy Scouts , a coffee concession to be operated
^ by the Junior Chamber of Commerce, and an antique and book sales
• stand to be operated by Goodwill' Industries , a bal.loon sales stand
to be operated by the Junior Chamber of Commerce , an art work
sales stand to be operated by the Junior Chamber of Commerce and
•� the St. Paul Art Center; to p�ovide an organ grinder and place street
° ' banners across Kellogg Boulevard. The City shall provide City' and
Park Police, as available, and in the event of inclement weather,
Second Street situated below the Kellogg Mall may be blocked off
and used from Wabasha to Jackson Street to facilitate the arts
-� festival.'
