RESOLUTION APPROVING FUNAING FOR CYCLE ll(200�
OFTHE CULTURALSTARPROGRAM
WI�REAS, on July 13, 1994, the City Council of the City of Saint Paul esta6lished the Cultural Capital (Cultural
STAR) Inveshnent Program, and

WI�REAS, the Cultural STAR Program is funded with ten percent of an additional one-half of one percent sales tax
on sales transactions that occur within the city, pursuant to Minnesota Statutes, Chapter 297A, authorized by the State
ofMinnesota, ChapterNo. 375, Sec. 46, and
Wf�REAS, the purpose of the Cultural STAR Program is to fund projects that fitrther cultural and visitor activities
within the city of Saint Paul, and
WfIEREAS, pursuant to 1998 Minnesota Laws Chapter 389, Article 8, SS 37, Subdivision 1, a citizen review panel,
commonly known as the Culhual STAR Board, has completed its annual review of all proposals for the expenditure of
funds in Cycle 11 of the Cultural STAR Program and has made recommendations regarding the proposed expenditures
in rank order, and
WHEREAS, the Mayor has reviewed the applications for funds in Cycle 11 of the Cultural STAR Program and has
made recommendations, which are listed in Attachment B attached to this resolution, and
WHEREAS, in aggregate, the proposed projects listed in Attachment B do not meet the Cultural STAR Program
guideline that requ'ue that at least 25% of Program funds shall be allocated to loans, and
WHEREAS, the proposed funding awazd for the V ietnamese Broadcasting of Minnesota and the Saint Paul Festival
Association does not meet the program guideline that no organization can receive organizational development funds in
an amount that exceeds 25 percent of its annual budget, and
WI�REAS, the recommendafion regarding the proposed funding award to the Saint Paul Festival Association is made
with the condition that the Association will disburse a portion of the awazd to its 10 festiva] organization members, and
WHEREAS, the proposed funding award for the Saint Paul Chamber Orchestra represents the second yeaz of a two-
year commitment made in 2004 for the SPCO Center project but does not meet the program guideline that Cultural
STAR funds can not be used to refinance existing debts, and
WI�REAS, the Cultural STAR Board has recommended that the funding request from Minnesota Landmarks be
officially tabled unfil Cycle 12 (October 20�5), and
WI�REAS, the projects listed in Attachment B are consistent with all other Guidelines for the Cultural STAR
Program, and

WHEREAS, none of recommended grants listed in Attachment B require a public hearing under the provisions of
Minnesota Statutes, Chapter I 167, now, therefore, be it
RESOLVED, that the City Council hereby approves the projects and amounts listed in Attachment B attached hereto
for funding in Cycle 11 of the Cultural STAR Program, and be it
FITRTF�R RESOLVED, that the Council hereby waives the Prograin guideline that at least 25 percent of Program
funds be distributed as loans, and be it
FURTf�R RESOLVED, that the Council hereby waives the Pro�am guideline that no organizarion can receive
organizational development funds in an amount that exceeds 25 percent of its annual budget in order to accommodate
the funding award to Vietnamese Broadcasting of Minnesota and the Saint Paul Festival Association, and be it
F[JRTHER RESOLVED, that the Council hereby waives the Program guideline that Cultural STAR funds cannot be
used to refinance existing debts in order to accommodate the funding awazd to the Saint Paul Chamber Orchestra, and
be it
FIJRTHER RESOLVED, that the Council hereby authorizes the Saint Paul Festival Association to facilitate the
payment of $4,000 each, for a total of $40,000 to its ten festival member organizations — Winter Carnival, Grand Old
Day, Highland Fest, Cinco de Mayo, Rice Street Festivai, Harvest Fesfival, Dragon Festival, Rondo Days, October Fest
and Scottish Ramble — and that the remaining $15,000 of the awazd be used to further develop the organizational
capacity of the Saint Paul Festival Association, and be it
FURTHER RESOLVEA, that the Council hereby authorizes the Cultural STAR Board to consider the proposal from
Minnesota Landmazks during Cycle 12 of the Cultural STAR Program during the fall of 2005, and be it
FURTHER RESOLVED, that the Council approves the budget amendment listed in Attachment A that reflects those
projects and amounts, and be it
FURTHER RESOLVED, that the Council intends to withhold the remaining Cultural STAR funds for altocation
during the 2005 fall round (Cycle 12), and be it
FINALLY RESOLVED, that the Council extends its gratitude to the members of the Cultural STAR Board for their
hard work in reviewing the proposals in this first cycle of 2005.
