WHEREA�� The Council of the City of Saint Paul� upon its
own initiative� has taken cognizance of the Zoning District •
classification under the Zoning Code� Chapters 60 to 64 in-
clusive� of tY�e Saint Paul Legislative Code� of the following
described tract of land situate in the City of Saint Paul: �~
All that area lying easterly of Robert �treet
having the following described boundaries:
Bounded on the southerly side by the Chicago and
Great Western Railroad right-of-way; on the easterly
side by the flood control levee; on the northerly
side between. State StreetcT�and Fillmore Avenue by the
Chicago, Rock Island and Pacific Railway right-of-way;
and on the northerly side between. �tate �treet and
• Robert Street by Fillmor� Avenue;
� and of the size� shape and character of the same and of the
pertinent facts and circumstances which pertain to said tract
of land and those which appertain to the adjacent premises and
which are reason,ably related to the overall needs of the
community, the future land uses� and in connection with said
Council' s considerations of the propriety of the Zoning District
� classification of said hereinabove described tract of land and
of the propriety or necessity for the proposed reclassification
of the same where otherwise classified to "Light Industry" .
District thereunder; and
. WHEREAS, Said Council deems_ it proper and necessary to
rezone and reclassify said tract of land as and to the extent
necessary to the end that said tract of land shall be zoned and
classified under said Zoning Code� in "�ight Industry" District
thereby established; and �

WfiEREAS, Said Council is empowered to initiate rezoning and
reclassification of real estate classified under said Zoning Code,
� and to institute� conduct and complete the necessary proceedings
therefor, by virtue of said Zoning Code� as amended, and the
, provisions of NLinnesota Statntes 1965, Section 462.35'7 ; therefore
be it �
RESOLVED� That the matter of the amendment and alteration of
the provisions of said Zoning Code� necessary to the rezoning and
reclassification thereunder of said tract of land so that said
tract of land shall be zoned and classified, under and by said '
Zoning Code� in "Light Industry" District� thereby established�
is hereby initiated and instituted by this resolution; and
RE�O�VED �.rther� That said matters are hereby referred to
the City Planning Board of 'Saint Paul for the purpose of making
- a survey of the whole area of the City of Saint Paul or of an area
of not less than 40 acres or in the alternative to determine
whether such a survey has been made within which the aforesaid
tract of land is located, for the purpose of considering whether
the number of descriptions of real estate affected by such alter-
ation or amendment renders the obtaining of the written consent
of the owners of two-thirds of the several descriptions of real
estate within 100 feet of the said tract of land hereinabove '
described impractical; and for the purpose of conducting a public
� hearing on such alteration or amendment, of which hearing public
� notice shall be given in a daily newspaper of general circulation
in accordance with the provisions of Section 64.06 of the Zoning
.Code of the Saint Paul Legislative Code� as amended; and
RESOLVED �,irther� That upon conclusion of such hearing the
said Planning Board shall report in writing to the City Council
as to whether in its opinion the proposal as aforesaid is reason-
ably related to the over-all needs of the community� to existing
land uses, or to a plan for future land use together with: its
recommendations upon such findings.

Dear Commissioner Peterson:
� The Port Authority has requested that proceedings be instituted
to reclassify where necessary the zoning classifications in the
Riverview Industrial Park to "Light Industry District."
In view of the large area involved, it seems advisable that the
City Council proceed by resolution, directing the City Planning
Board to make a �+0-acre survey of the area to determine whether
it is practical to obtain written consent of the owners of real
estate situated within 100 feet of the property to be rezoned
and to determine whether the proposed rezoning is reasonably
related to community needs, to existing land uses and to plans
for future land use. �
The Port Authority has offered to pay for the cost of publish-
ing any notices required to obtain such rezoning.
The.�necessary Council resolution has been prepared and is enelosed
herewith.
It would be appreciated if you would introduce the enclosed
resolution providing for the necessary survey at the next Council
meeting.
