• WHEREAS, The Committee on Lands, composed of the Mayor, the
Purchasing Agent, and the Commissioner of Public Works of the City
of Saint Paul, has secured an agreement for the purchase of that
certain property described as follows:
The East 2 of the southwest quarter (E 2 of SWµ) of Lot
three (3) , Irv3.nes Addition of outlots to the Town of
St. Pau1;
WI-�REAS, The property described therein is necessary for the
opening and widening of the Arch-Pennsylvania Highway from
Lafayette Road to Payne Avenue, and the price at which the property
may be purchased is at the total amount of $9,000, a fair and
reasonable price according to the appraisal obtained by the
Committee on Lands; and
WI-IEREAS, Said Cor�nittee has recommended the purchase of said .
property at the price stated above, as evidenced by the letter of
, said Corrunittee submitted herewith; now, therefEore, be it

�RESOLVED, That pursuant to Section 303 of the Charter of the
� City of Saint Pau1, the Councit of the City of Saint Paul does
hereby authorize the purchase of the land descrabed as:
The East 2 of the southwest quarter (E2 of SV,Iµ) of Lot � ;, ,
three (3) Irvines Addition of outlots to the ,Town of ,
St. Pau1;
RESOLVED Further that the proper city officials are hereby
• authorized and directed to pay to Peter J. and Vera E. Kircher,
vendors of said property, the sum of $9,000, said sum to be paid
� to the aforesaid vendors from PIR Fund 6000, to be reimbursed
from Bond Fund No. 7200-ST-32, upon their furnishing an .abstract
of title continued to date evidencing good marketable title in
Peter J. and Vera E. Kircher, and the total payment to be made
upon tender by said parties of an appropriate warranty deed con-
veying title to said property to the City of Saint Paul.

The City of Saint Paul, acting through its Valuation Engineer, �
has negotiated to purchase certain property described as follows:
The east one half of southwest quarter (E 2 of SWµ) of �
` Lot three (3) , Irvines Addition of outlots to the
Town of St._ Pau1.� � . • '
The owners of the above described lands, Peter J. Kircher and .
Vera E. Kircher, accepted an offer tendered them by the City in
the amount of $9,000 as compensation for the sale of the said
land to the City.
This property, including land and buildings, is needed by the
City of Saint Pau1 for right-of-way for the Arch-Pennsylvania
Highway. In view of the reasonable price for which it can be
purchased, said price being the appraised fair and reasonable
market value thereof, we, the Committee on Lands, do reco�rQnend
to the Council of the City of Saint Paul that it authorize the
purchase of said land in lieu of condemnation proceedings at
the price of $9,000 as negotiated with the owners.
