Marshall � � Citq Clerk Court House t Saint Paul, Minnesota Dear Sir: This is written in response to the Appeals to 1) waive the density requirements, 2) vary the off-street parking re- quirements, 3) relax the parking lot setback requi�x+ements, and 4) apply for a 63-car parking lot permi.t by the Housing � Redevelopment Authority of the Ci,ty of Saint Paul on property located on the south side of Wilson Avenue at English Street. The property is described as Lots 1, 2, 3, � 26, 27, 28 and the vacated alley adjacent thereto, Block 2, ' Lindley Heights; and Lots 8, 9, 10, 11, 12, 13, 14, and the i vacated alley adjacent to s aid Lots 11 � 12, Block 1, Joy's East End Addition; and all of vacated English Street from ' the south line of Wilson Avenue to the North li.ne of Wake- field Avenue. ; These matters were considered at the August 3, 1967 Board � of Zoning meeting. The Housing � Redevelopment Authority � wishes to construct a hi-rise apartment building for the elderly with a densitq of 501.2 square feet of land area ! per dwelling unit, a parki.ng ratio of one car space for every three dwelling units, and a parking lot setback of 12.5 feet. The Zoni.ng Code requires 1000 square feet of ` land area per dwelling utiit, a parking ratio of one car space for every one dwelling unit, and a setback of 27 feet. As to the parking lot, the �affic Engineer has re- viewed the plans as to traffic and recommends approval. It was the finding of the Board that it would be reasonable to grant all three Appeals. The proposed density would not overload the la�d. The parking needs for low-income, elderly tenants is less than for tenants in ordinary apartments and the parking setback is the same setback which would be re- > quired on adjoining property.
