INTERLOCAL AGREEMENT
BETWEEN THE CITY OF SAINT PAUL, MAPLEWOOD, ROSEVILLE AND
THE COUNTY OF RAMSEY, MINNESOTA

Ttus Agreement is made and entered into this 8th day of March, 2005, by and between the
CTTY of 5AINT PAUL, MAPLEWQOD AND ROSEVILLE, acting by and through their
goveining bodies, their City Councils, hereinafter referred to respectively as "Saint Paul",
"Maplewood" and "Rosevilie" and the COtINTY OF RAMSEY, acring by and through its
governing body, the Commissioners of the County, hereinafter referred to as"Ramsey", a11 of
Ramsey County, State of Minnesota, witnesseth:
WHEREAS, this Agreement is made under the authority of the provision of Minnesota Statutes
Secrion 471.59, the Joint Powers Act; and
WHEREAS, each governivg body, in performing govenunental functions or in paying for the
perFormance of governtuental functions hereunder, shall make that performance or those
payments from current revenues 1ega11y available to that party; and
WHEREAS, each governing body finds that the performance of this Agreement is in the best
interests of all parties, that the undertaking wiil benefit the public, and that the division of costs
fairly compensates the performing pariy for the services or functions under this Agreement; and
WHEREAS, the Saint Paul agrees to provide the City of Maplewood $14,000, City of Rosevilie
$12,000 and Ramsey Counry $145,652 from the JAG award for the Collaborative 3AG Program;
and
WHEREAS, all parties believe it to be in their best interests to reallocate the 7AG funds.

NOW TH�ItEFORE, the Saint Paul, Maplewood, Roseville and Ramsey agree as folluws:
Section 1.
Saint Paul agrees to pay Maplewood, Roseviile and Ramsey a total of $171,652 of JAG funds as
outiined above.
Section 2.
Maplewood, Roseviile and Ramsey agrees to use $171,652 for the Collaborarive 7AG Program
until September 30, 2008.
Section 3.
Nothing in the performance of this Agreement shall ampose any liability £or clauns against
Maplewood, Roseviile and Ramsey other than claims for which liability may be nnposed by the
Minn.esota Tort Claims Act.
Section 4.
Nothing in the performance of this Agreement shall impose any liability for claims against Saint
Paul other than claims for which liability may be imposed by the Minnesota Tort Claims Act.
Section 5.
Each party to this Agreement will be responsible for its own actions in providing services under
this Agreement and shall not be liable for any civil liabiliry that may arise from the fiunishing of
the sen�ices by the other pariy.
Section 6.
The parties to this Agreement do not intend for any pazty not a signatory to the Agreement to
obtain a right by virtue of tiv s Agreement.
Section 7.
By enterin� into this Agreement, the parties do not intend to create any obliga6ons express or

implied other than those set out herein; fiuther tlus Agreement shall not create any rights in any
party not a signatory hereto.
